環保部解讀《生態環境監測網絡建設方案》

  生(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)監(jian)測(ce)是生(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)保(bao)護的(de)耳目與基(ji)石。基(ji)礎(chu)不(bu)牢,地(di)動(dong)山搖。沒有科學準確的(de)監(jian)測(ce)數(shu)據作支撐,生(sheng)態(tai)(tai)(tai)環(huan)(huan)保(bao)工作就成(cheng)(cheng)了(le)無源之(zhi)水,無本之(zhi)木。生(sheng)態(tai)(tai)(tai)環(huan)(huan)保(bao)事業發(fa)展(zhan)(zhan)越快,越離(li)不(bu)開牢固的(de)監(jian)測(ce)基(ji)礎(chu)。加強生(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)監(jian)測(ce)網絡建設,是大力推進(jin)生(sheng)態(tai)(tai)(tai)文明建設的(de)重大舉措,對于全面建成(cheng)(cheng)小康社會,實現中(zhong)華民(min)族永(yong)續發(fa)展(zhan)(zhan)具有深遠(yuan)意義。

  一、有關背景

  黨中央(yang)、國(guo)(guo)務(wu)院(yuan)(yuan)高(gao)度(du)重視生(sheng)(sheng)態環(huan)(huan)境(jing)(jing)(jing)(jing)監(jian)(jian)(jian)(jian)(jian)測(ce)工作(zuo)。習近平(ping)總書記對生(sheng)(sheng)態文(wen)明(ming)建(jian)(jian)設(she)和環(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)(bao)(bao)護(hu)(hu)(hu)提出(chu)(chu)一(yi)系列新思想新論斷新要求,對抓(zhua)緊建(jian)(jian)立(li)資源(yuan)環(huan)(huan)境(jing)(jing)(jing)(jing)承(cheng)載能力監(jian)(jian)(jian)(jian)(jian)測(ce)預警機制(zhi)(zhi)作(zuo)出(chu)(chu)重要指示。國(guo)(guo)務(wu)院(yuan)(yuan)領(ling)導同志多次就(jiu)建(jian)(jian)設(she)大氣和水(shui)環(huan)(huan)境(jing)(jing)(jing)(jing)監(jian)(jian)(jian)(jian)(jian)測(ce)網(wang)(wang)絡(luo)、保(bao)(bao)(bao)證監(jian)(jian)(jian)(jian)(jian)測(ce)數據真實可靠(kao)等作(zuo)出(chu)(chu)重要批(pi)示。《中共(gong)(gong)中央(yang)關(guan)于全面深化改革(ge)若干重大問題的(de)(de)決(jue)定》提出(chu)(chu)“建(jian)(jian)立(li)和完善(shan)嚴格監(jian)(jian)(jian)(jian)(jian)管(guan)所有(you)(you)污(wu)染物排(pai)放的(de)(de)環(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)(bao)(bao)護(hu)(hu)(hu)管(guan)理制(zhi)(zhi)度(du),獨立(li)進行(xing)環(huan)(huan)境(jing)(jing)(jing)(jing)監(jian)(jian)(jian)(jian)(jian)管(guan)和行(xing)政執法”。《中共(gong)(gong)中央(yang)國(guo)(guo)務(wu)院(yuan)(yuan)關(guan)于加(jia)快推進生(sheng)(sheng)態文(wen)明(ming)建(jian)(jian)設(she)的(de)(de)意(yi)見》提出(chu)(chu)“利(li)用衛星遙感(gan)等技術手(shou)段,對自然資源(yuan)和生(sheng)(sheng)態環(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)(bao)(bao)護(hu)(hu)(hu)狀(zhuang)況開(kai)展全天候監(jian)(jian)(jian)(jian)(jian)測(ce),健全覆蓋所有(you)(you)資源(yuan)環(huan)(huan)境(jing)(jing)(jing)(jing)要素的(de)(de)監(jian)(jian)(jian)(jian)(jian)測(ce)網(wang)(wang)絡(luo)體系”。《環(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)(bao)(bao)護(hu)(hu)(hu)法》要求“國(guo)(guo)家(jia)建(jian)(jian)立(li)、健全環(huan)(huan)境(jing)(jing)(jing)(jing)監(jian)(jian)(jian)(jian)(jian)測(ce)制(zhi)(zhi)度(du)。國(guo)(guo)務(wu)院(yuan)(yuan)環(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)(bao)(bao)護(hu)(hu)(hu)主管(guan)部(bu)門(men)制(zhi)(zhi)定監(jian)(jian)(jian)(jian)(jian)測(ce)規(gui)范,會同有(you)(you)關(guan)部(bu)門(men)組織監(jian)(jian)(jian)(jian)(jian)測(ce)網(wang)(wang)絡(luo),統一(yi)規(gui)劃國(guo)(guo)家(jia)環(huan)(huan)境(jing)(jing)(jing)(jing)質(zhi)量監(jian)(jian)(jian)(jian)(jian)測(ce)站(點)的(de)(de)設(she)置,建(jian)(jian)立(li)監(jian)(jian)(jian)(jian)(jian)測(ce)數據共(gong)(gong)享機制(zhi)(zhi),加(jia)強(qiang)對環(huan)(huan)境(jing)(jing)(jing)(jing)監(jian)(jian)(jian)(jian)(jian)測(ce)的(de)(de)管(guan)理”。“國(guo)(guo)務(wu)院(yuan)(yuan)環(huan)(huan)境(jing)(jing)(jing)(jing)保(bao)(bao)(bao)護(hu)(hu)(hu)主管(guan)部(bu)門(men)統一(yi)發(fa)布國(guo)(guo)家(jia)環(huan)(huan)境(jing)(jing)(jing)(jing)質(zhi)量、重點污(wu)染源(yuan)監(jian)(jian)(jian)(jian)(jian)測(ce)信息及其(qi)他重大環(huan)(huan)境(jing)(jing)(jing)(jing)信息”。

  為貫(guan)徹落實黨中(zhong)央(yang)、國務院的決策(ce)部署和《環(huan)(huan)境保(bao)(bao)護法(fa)》要(yao)求,進一步加強生態(tai)環(huan)(huan)境監測(ce)網絡建(jian)設(she),為生態(tai)環(huan)(huan)保(bao)(bao)工作(zuo)提供(gong)堅強有(you)(you)力的支撐,環(huan)(huan)境保(bao)(bao)護部會同有(you)(you)關部門編制了《生態(tai)環(huan)(huan)境監測(ce)網絡建(jian)設(she)方(fang)案》(以(yi)下簡稱《方(fang)案》),并經中(zhong)央(yang)全面深化改革領(ling)導小組第十四次會議(yi)審議(yi)通過,已(yi)由國務院辦公廳(ting)正式印發。

  二、加強生態環境監(jian)測(ce)網絡(luo)建設的必要性

  我國(guo)(guo)環(huan)境(jing)(jing)(jing)監(jian)(jian)(jian)測(ce)(ce)(ce)(ce)工(gong)(gong)(gong)作(zuo)(zuo)經(jing)(jing)過近40年的(de)(de)發展(zhan)建(jian)設(she),已經(jing)(jing)改變了(le)(le)(le)(le)(le)靠“眼睛看(kan)、鼻子(zi)聞、耳朵聽”的(de)(de)落后面(mian)(mian)貌,建(jian)成(cheng)(cheng)(cheng)了(le)(le)(le)(le)(le)較為完善的(de)(de)生態(tai)環(huan)境(jing)(jing)(jing)監(jian)(jian)(jian)測(ce)(ce)(ce)(ce)網絡并(bing)及(ji)時(shi)(shi)向(xiang)人民群眾(zhong)發布(bu)各類監(jian)(jian)(jian)測(ce)(ce)(ce)(ce)信(xin)息。當前,全國(guo)(guo)環(huan)保(bao)系(xi)統(tong)按(an)(an)照(zhao)空(kong)氣質(zhi)量(liang)新標準(zhun)(zhun)建(jian)成(cheng)(cheng)(cheng)了(le)(le)(le)(le)(le)發展(zhan)中國(guo)(guo)家(jia)最(zui)大(da)的(de)(de)空(kong)氣質(zhi)量(liang)監(jian)(jian)(jian)測(ce)(ce)(ce)(ce)網,所有地級以上城市都(dou)按(an)(an)照(zhao)新的(de)(de)空(kong)氣質(zhi)量(liang)標準(zhun)(zhun)開展(zhan)了(le)(le)(le)(le)(le)PM2.5在內(nei)的(de)(de)6項主要(yao)空(kong)氣污染物(wu)監(jian)(jian)(jian)測(ce)(ce)(ce)(ce),并(bing)實時(shi)(shi)發布(bu)監(jian)(jian)(jian)測(ce)(ce)(ce)(ce)信(xin)息。同時(shi)(shi),水環(huan)境(jing)(jing)(jing)監(jian)(jian)(jian)測(ce)(ce)(ce)(ce)網絡不斷(duan)完善,縣域生態(tai)環(huan)境(jing)(jing)(jing)質(zhi)量(liang)監(jian)(jian)(jian)測(ce)(ce)(ce)(ce)取得重大(da)進展(zhan),完成(cheng)(cheng)(cheng)了(le)(le)(le)(le)(le)土壤(rang)(rang)環(huan)境(jing)(jing)(jing)背(bei)景(jing)值(zhi)調(diao)查和(he)(he)土壤(rang)(rang)環(huan)境(jing)(jing)(jing)質(zhi)量(liang)專項調(diao)查,空(kong)氣質(zhi)量(liang)預報預警和(he)(he)顆粒物(wu)源解(jie)析工(gong)(gong)(gong)作(zuo)(zuo)全面(mian)(mian)開展(zhan)。2012年成(cheng)(cheng)(cheng)功發射(she)環(huan)境(jing)(jing)(jing)一(yi)號C星,與(yu)環(huan)境(jing)(jing)(jing)一(yi)號A/B星3星組網,形成(cheng)(cheng)(cheng)了(le)(le)(le)(le)(le)環(huan)境(jing)(jing)(jing)衛星“2+1”星座,實現(xian)了(le)(le)(le)(le)(le)2-3天(tian)對(dui)全國(guo)(guo)覆蓋(gai)一(yi)次的(de)(de)遙感監(jian)(jian)(jian)測(ce)(ce)(ce)(ce)能(neng)力,初步(bu)建(jian)成(cheng)(cheng)(cheng)了(le)(le)(le)(le)(le)天(tian)地一(yi)體化(hua)監(jian)(jian)(jian)測(ce)(ce)(ce)(ce)系(xi)統(tong)。環(huan)境(jing)(jing)(jing)監(jian)(jian)(jian)測(ce)(ce)(ce)(ce)工(gong)(gong)(gong)作(zuo)(zuo)實現(xian)了(le)(le)(le)(le)(le)從(cong)手工(gong)(gong)(gong)到(dao)(dao)自(zi)動,從(cong)粗(cu)放(fang)到(dao)(dao)精準(zhun)(zhun),從(cong)分(fen)散封(feng)閉到(dao)(dao)集成(cheng)(cheng)(cheng)聯動,從(cong)現(xian)狀監(jian)(jian)(jian)測(ce)(ce)(ce)(ce)到(dao)(dao)預測(ce)(ce)(ce)(ce)預警的(de)(de)全面(mian)(mian)而深刻的(de)(de)轉變,為生態(tai)文明建(jian)設(she)和(he)(he)環(huan)境(jing)(jing)(jing)保(bao)護工(gong)(gong)(gong)作(zuo)(zuo)提(ti)供(gong)了(le)(le)(le)(le)(le)強(qiang)有力的(de)(de)支(zhi)撐。此外(wai),國(guo)(guo)務院水利(li)、國(guo)(guo)土、海洋、農(nong)業(ye)(ye)、氣象(xiang)、林(lin)業(ye)(ye)等部門也根據各自(zi)管理需要(yao)建(jian)立(li)了(le)(le)(le)(le)(le)相應的(de)(de)監(jian)(jian)(jian)測(ce)(ce)(ce)(ce)網絡,開展(zhan)了(le)(le)(le)(le)(le)地表水、地下水、海水、土壤(rang)(rang)、生態(tai)等領域的(de)(de)監(jian)(jian)(jian)測(ce)(ce)(ce)(ce)。

  但是,面(mian)對當前生(sheng)(sheng)態(tai)(tai)文明建(jian)設(she)的(de)新形勢(shi)和(he)新要(yao)求(qiu),我國(guo)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)境監(jian)(jian)測(ce)(ce)(ce)(ce)事業(ye)發(fa)展還存(cun)在網(wang)絡(luo)范圍和(he)要(yao)素覆蓋(gai)不(bu)全,建(jian)設(she)規(gui)劃、標(biao)準規(gui)范與信(xin)息(xi)發(fa)布不(bu)統(tong)一(yi),信(xin)息(xi)化(hua)水平和(he)共享程度不(bu)高(gao),監(jian)(jian)測(ce)(ce)(ce)(ce)與監(jian)(jian)管(guan)結合不(bu)緊密,監(jian)(jian)測(ce)(ce)(ce)(ce)數據(ju)(ju)質量(liang)有待提高(gao)等突出(chu)問(wen)題,難(nan)以滿足生(sheng)(sheng)態(tai)(tai)文明建(jian)設(she)需(xu)要(yao),影響了監(jian)(jian)測(ce)(ce)(ce)(ce)的(de)科學性、權威性和(he)政府的(de)公信(xin)力。為此,必須加快推進生(sheng)(sheng)態(tai)(tai)環(huan)(huan)境監(jian)(jian)測(ce)(ce)(ce)(ce)網(wang)絡(luo)建(jian)設(she)改(gai)革,緊緊圍繞影響生(sheng)(sheng)態(tai)(tai)環(huan)(huan)境監(jian)(jian)測(ce)(ce)(ce)(ce)網(wang)絡(luo)建(jian)設(she)的(de)突出(chu)問(wen)題,強化(hua)監(jian)(jian)測(ce)(ce)(ce)(ce)質量(liang)監(jian)(jian)管(guan),落實政府、企業(ye)、社會的(de)責任(ren)和(he)權利。要(yao)依靠科技創新和(he)技術進步,提高(gao)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)境監(jian)(jian)測(ce)(ce)(ce)(ce)立體化(hua)、自動化(hua)、智(zhi)能化(hua)水平,推進全國(guo)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)境監(jian)(jian)測(ce)(ce)(ce)(ce)數據(ju)(ju)聯網(wang)共享,開展生(sheng)(sheng)態(tai)(tai)環(huan)(huan)境監(jian)(jian)測(ce)(ce)(ce)(ce)數據(ju)(ju)分析,實現生(sheng)(sheng)態(tai)(tai)環(huan)(huan)境監(jian)(jian)測(ce)(ce)(ce)(ce)和(he)監(jian)(jian)管(guan)有效聯動。

  三、生態環境監測網絡建設的基本原則(ze)與主要目標(biao)

  《方案(an)》以鄧小平(ping)理論、“三個代表”重要思想(xiang)、科學(xue)發展觀為指導(dao),深入貫(guan)徹習(xi)近平(ping)總書記(ji)系列重要講話精神(shen),全面(mian)落實黨的十八大和十八屆二中(zhong)(zhong)(zhong)、三中(zhong)(zhong)(zhong)、四(si)中(zhong)(zhong)(zhong)全會精神(shen),按照黨中(zhong)(zhong)(zhong)央(yang)、國務(wu)院統一部(bu)署,落實《中(zhong)(zhong)(zhong)華人民共和國環境保(bao)護法》和《中(zhong)(zhong)(zhong)共中(zhong)(zhong)(zhong)央(yang)國務(wu)院關于加(jia)快推進(jin)生態文明建設的意見》要求,堅持全面(mian)設點(dian)、全國聯網(wang)、自(zi)動(dong)預警、依法追責,形成政府主導(dao)、部(bu)門協同、社會參與(yu)、公眾監督(du)的生態環境監測新格局,為加(jia)快推進(jin)生態文明、建設美麗中(zhong)(zhong)(zhong)國提供(gong)有力保(bao)障(zhang)。

  《方案》提(ti)出,生態環境監測(ce)網絡建設(she)要堅持(chi)“明晰(xi)事權、落實責任,健全制度、統籌規(gui)劃,科學監測(ce)、創新驅動,綜合集成、測(ce)管(guan)協(xie)同(tong)”的基(ji)本(ben)原(yuan)則。

  生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)境(jing)監(jian)(jian)測(ce)網(wang)絡建(jian)(jian)(jian)設的(de)主要目(mu)標(biao)是:到2020年(nian),全國生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)境(jing)監(jian)(jian)測(ce)網(wang)絡要基本(ben)實現環(huan)(huan)(huan)境(jing)質量、重點(dian)污染源、生(sheng)(sheng)態(tai)(tai)狀況監(jian)(jian)測(ce)全覆蓋,各級各類監(jian)(jian)測(ce)數據系統(tong)互聯共享,監(jian)(jian)測(ce)預報預警、信息化(hua)能力(li)和保(bao)障水平明(ming)顯提升,監(jian)(jian)測(ce)與監(jian)(jian)管協同(tong)聯動,初步建(jian)(jian)(jian)成(cheng)陸(lu)海(hai)統(tong)籌、天地一體、上(shang)下(xia)協同(tong)、信息共享的(de)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)境(jing)監(jian)(jian)測(ce)網(wang)絡,使生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)境(jing)監(jian)(jian)測(ce)能力(li)與生(sheng)(sheng)態(tai)(tai)文明(ming)建(jian)(jian)(jian)設要求相適應(ying)。全面(mian)做到說清(qing)(qing)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)境(jing)質量及變化(hua)趨勢、說清(qing)(qing)污染排放狀況、說清(qing)(qing)潛在的(de)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)境(jing)風(feng)險,為(wei)加快推進生(sheng)(sheng)態(tai)(tai)文明(ming)、建(jian)(jian)(jian)設美麗(li)中(zhong)國提供有力(li)保(bao)障。

  四、生態環境監測網絡(luo)建設的基本思路

  (一(yi))統一(yi)生(sheng)態環境(jing)監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)建設規(gui)劃、標(biao)準(zhun)規(gui)范(fan)。目前我國(guo)生(sheng)態環境(jing)監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)存在部(bu)門(men)(men)間環境(jing)監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)網絡(luo)規(gui)劃布(bu)局不統一(yi),技(ji)術規(gui)范(fan)、評(ping)價方法不統一(yi),數(shu)據缺乏可比性。為此,《方案》明確提出要(yao)按照《環境(jing)保(bao)(bao)護(hu)法》要(yao)求,環境(jing)保(bao)(bao)護(hu)部(bu)門(men)(men)會同(tong)有(you)關部(bu)門(men)(men)統一(yi)規(gui)劃、整合優化環境(jing)質(zhi)(zhi)量監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)點位,建設涵蓋大氣(qi)、水、土壤、噪聲、輻射(she)等要(yao)素,布(bu)局合理、功能完善(shan)的(de)全(quan)國(guo)環境(jing)質(zhi)(zhi)量監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)網絡(luo)。同(tong)時,要(yao)統一(yi)相關環境(jing)要(yao)素的(de)布(bu)點、監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)和(he)評(ping)價技(ji)術標(biao)準(zhun)規(gui)范(fan),并根據工(gong)作需要(yao)及時進行修訂完善(shan)。增強(qiang)各部(bu)門(men)(men)生(sheng)態環境(jing)監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)數(shu)據的(de)可比性,確保(bao)(bao)排污單(dan)位、各類監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)機構的(de)監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)活動執行統一(yi)的(de)技(ji)術標(biao)準(zhun)規(gui)范(fan)。

  (二)建(jian)設大數據(ju)(ju)平臺(tai),統一(yi)生(sheng)(sheng)態(tai)(tai)(tai)(tai)環境(jing)(jing)監(jian)(jian)測信息(xi)(xi)發(fa)布(bu)(bu)(bu)。當前,國務院(yuan)有(you)關部(bu)門(men)之(zhi)間、地方(fang)之(zhi)間以及地方(fang)與中央之(zhi)間監(jian)(jian)測數據(ju)(ju)集成聯網與共享不足,環境(jing)(jing)監(jian)(jian)測信息(xi)(xi)發(fa)布(bu)(bu)(bu)渠道不統一(yi)等問題,影(ying)響政府權威(wei)性和(he)公(gong)信力(li)。為此,《方(fang)案》提出(chu)要(yao)加(jia)快生(sheng)(sheng)態(tai)(tai)(tai)(tai)環境(jing)(jing)監(jian)(jian)測信息(xi)(xi)傳(chuan)輸網絡與大數據(ju)(ju)平臺(tai)建(jian)設,將國務院(yuan)相關部(bu)門(men)和(he)各(ge)地的生(sheng)(sheng)態(tai)(tai)(tai)(tai)環境(jing)(jing)監(jian)(jian)測數據(ju)(ju)進行聯網共享,大力(li)加(jia)強數據(ju)(ju)資源(yuan)的開(kai)發(fa)與應用。在信息(xi)(xi)發(fa)布(bu)(bu)(bu)方(fang)面,依法(fa)建(jian)立統一(yi)的生(sheng)(sheng)態(tai)(tai)(tai)(tai)環境(jing)(jing)監(jian)(jian)測信息(xi)(xi)發(fa)布(bu)(bu)(bu)制度,實現生(sheng)(sheng)態(tai)(tai)(tai)(tai)環境(jing)(jing)監(jian)(jian)測數據(ju)(ju)統一(yi)發(fa)布(bu)(bu)(bu)。

  (三)突出生態環(huan)(huan)(huan)境(jing)監(jian)(jian)(jian)測(ce)與(yu)(yu)(yu)監(jian)(jian)(jian)管(guan)(guan)執法聯動。監(jian)(jian)(jian)測(ce)和監(jian)(jian)(jian)管(guan)(guan)是生態環(huan)(huan)(huan)境(jing)保(bao)護的(de)(de)重(zhong)要(yao)(yao)支撐(cheng)和手段。針對當前(qian)監(jian)(jian)(jian)測(ce)與(yu)(yu)(yu)監(jian)(jian)(jian)管(guan)(guan)結合不緊密、對追究各級政府(fu)和企業相(xiang)關生態環(huan)(huan)(huan)境(jing)保(bao)護責任支撐(cheng)不足的(de)(de)問題,《方案》提出要(yao)(yao)充分利(li)用(yong)生態環(huan)(huan)(huan)境(jing)監(jian)(jian)(jian)測(ce)結果考核問責政府(fu)環(huan)(huan)(huan)保(bao)責任落實情況,依托重(zhong)點排(pai)(pai)(pai)污單位(wei)污染(ran)源監(jian)(jian)(jian)測(ce)建(jian)(jian)立監(jian)(jian)(jian)測(ce)與(yu)(yu)(yu)執法相(xiang)結合的(de)(de)快速(su)響應體系,實現監(jian)(jian)(jian)測(ce)與(yu)(yu)(yu)監(jian)(jian)(jian)管(guan)(guan)有效聯動。同時,《方案》提出要(yao)(yao)加強(qiang)(qiang)自動預(yu)(yu)警,科學引導環(huan)(huan)(huan)境(jing)管(guan)(guan)理與(yu)(yu)(yu)風險防范。主要(yao)(yao)包括,加強(qiang)(qiang)空氣(qi)、水、土壤等(deng)環(huan)(huan)(huan)境(jing)質(zhi)量監(jian)(jian)(jian)測(ce)預(yu)(yu)報預(yu)(yu)警。嚴密監(jian)(jian)(jian)控(kong)企業污染(ran)排(pai)(pai)(pai)放,完(wan)善(shan)重(zhong)點排(pai)(pai)(pai)污單位(wei)污染(ran)排(pai)(pai)(pai)放自動監(jian)(jian)(jian)測(ce)與(yu)(yu)(yu)異常(chang)報警機制。提升生態環(huan)(huan)(huan)境(jing)風險監(jian)(jian)(jian)測(ce)評估與(yu)(yu)(yu)預(yu)(yu)警能(neng)力(li),建(jian)(jian)立生態保(bao)護紅線(xian)監(jian)(jian)(jian)管(guan)(guan)平臺,對重(zhong)要(yao)(yao)生態功能(neng)區(qu)人類干(gan)擾、生態破壞等(deng)活動的(de)(de)監(jian)(jian)(jian)測(ce)、評估與(yu)(yu)(yu)預(yu)(yu)警。

  (四)明晰(xi)(xi)生(sheng)態(tai)環(huan)(huan)(huan)(huan)(huan)(huan)(huan)境(jing)監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)事(shi)權(quan)(quan)與責任。當前(qian)各(ge)級(ji)政府(fu)、企業、社(she)會的(de)環(huan)(huan)(huan)(huan)(huan)(huan)(huan)境(jing)監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)事(shi)權(quan)(quan)劃分不(bu)夠清(qing)晰(xi)(xi),存(cun)在責任落(luo)(luo)實不(bu)到(dao)位、監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)數據受行(xing)(xing)政干預的(de)現象,對科學(xue)評價環(huan)(huan)(huan)(huan)(huan)(huan)(huan)境(jing)質(zhi)量(liang)(liang)、環(huan)(huan)(huan)(huan)(huan)(huan)(huan)境(jing)保(bao)護(hu)目標考核等造成了一定(ding)的(de)影響。因此,首(shou)先必須明確(que)各(ge)級(ji)政府(fu)生(sheng)態(tai)環(huan)(huan)(huan)(huan)(huan)(huan)(huan)境(jing)監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)事(shi)權(quan)(quan)和責任,《方案》提(ti)出各(ge)級(ji)環(huan)(huan)(huan)(huan)(huan)(huan)(huan)境(jing)保(bao)護(hu)部門主要承擔生(sheng)態(tai)環(huan)(huan)(huan)(huan)(huan)(huan)(huan)境(jing)質(zhi)量(liang)(liang)監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)、重(zhong)點污染(ran)源監(jian)(jian)(jian)(jian)(jian)督監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)、環(huan)(huan)(huan)(huan)(huan)(huan)(huan)境(jing)執(zhi)法監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)、環(huan)(huan)(huan)(huan)(huan)(huan)(huan)境(jing)應急與預報預警(jing)等職能。環(huan)(huan)(huan)(huan)(huan)(huan)(huan)境(jing)保(bao)護(hu)部適度上收生(sheng)態(tai)環(huan)(huan)(huan)(huan)(huan)(huan)(huan)境(jing)質(zhi)量(liang)(liang)監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)事(shi)權(quan)(quan),以準確(que)掌握、客觀評價全國(guo)生(sheng)態(tai)環(huan)(huan)(huan)(huan)(huan)(huan)(huan)境(jing)質(zhi)量(liang)(liang)總體狀況(kuang)。地方各(ge)級(ji)環(huan)(huan)(huan)(huan)(huan)(huan)(huan)境(jing)保(bao)護(hu)部門相應上收生(sheng)態(tai)環(huan)(huan)(huan)(huan)(huan)(huan)(huan)境(jing)質(zhi)量(liang)(liang)監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)事(shi)權(quan)(quan)。第二,要求(qiu)各(ge)級(ji)政府(fu)確(que)定(ding)的(de)重(zhong)點排污單位必須落(luo)(luo)實污染(ran)排放自行(xing)(xing)監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)及信(xin)息公開(kai)的(de)法定(ding)責任,政府(fu)要加強污染(ran)源監(jian)(jian)(jian)(jian)(jian)督性(xing)監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)和監(jian)(jian)(jian)(jian)(jian)管。第三,大力推(tui)(tui)動(dong)環(huan)(huan)(huan)(huan)(huan)(huan)(huan)境(jing)監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)社(she)會化(hua)服(fu)(fu)(fu)務(wu)(wu),積極培育(yu)生(sheng)態(tai)環(huan)(huan)(huan)(huan)(huan)(huan)(huan)境(jing)監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)市場,明確(que)提(ti)出開(kai)放服(fu)(fu)(fu)務(wu)(wu)性(xing)監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)市場,并在基礎公益性(xing)監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)領域積極推(tui)(tui)進政府(fu)購(gou)買(mai)服(fu)(fu)(fu)務(wu)(wu)。同時,要求(qiu)環(huan)(huan)(huan)(huan)(huan)(huan)(huan)境(jing)保(bao)護(hu)部制定(ding)相關政策和辦(ban)法,有(you)序推(tui)(tui)進環(huan)(huan)(huan)(huan)(huan)(huan)(huan)境(jing)監(jian)(jian)(jian)(jian)(jian)測(ce)(ce)服(fu)(fu)(fu)務(wu)(wu)社(she)會化(hua)、制度化(hua)、規范化(hua)。

  (五)加(jia)強對(dui)各(ge)(ge)類(lei)生(sheng)態(tai)環(huan)(huan)境(jing)監(jian)測(ce)(ce)機(ji)(ji)構(gou)(gou)的監(jian)管(guan)。針(zhen)對(dui)實(shi)際工作中,部(bu)分(fen)生(sheng)態(tai)環(huan)(huan)境(jing)監(jian)測(ce)(ce)機(ji)(ji)構(gou)(gou)不能嚴(yan)格(ge)履(lv)職、監(jian)測(ce)(ce)質量(liang)不高以(yi)及(ji)(ji)責(ze)任追究不到位等突出(chu)問(wen)題,《方案》在加(jia)強對(dui)各(ge)(ge)類(lei)生(sheng)態(tai)環(huan)(huan)境(jing)監(jian)測(ce)(ce)機(ji)(ji)構(gou)(gou)的監(jian)管(guan)方面提出(chu)了明確措(cuo)施和(he)要(yao)求。首(shou)先,各(ge)(ge)級相關部(bu)門所屬(shu)生(sheng)態(tai)環(huan)(huan)境(jing)監(jian)測(ce)(ce)機(ji)(ji)構(gou)(gou)、從事環(huan)(huan)境(jing)監(jian)測(ce)(ce)設備運營維護(hu)的機(ji)(ji)構(gou)(gou)、社會環(huan)(huan)境(jing)監(jian)測(ce)(ce)機(ji)(ji)構(gou)(gou)及(ji)(ji)其負責(ze)人要(yao)嚴(yan)格(ge)按照法(fa)(fa)律(lv)法(fa)(fa)規(gui)(gui)要(yao)求和(he)生(sheng)態(tai)環(huan)(huan)境(jing)監(jian)測(ce)(ce)技術規(gui)(gui)范履(lv)行職責(ze),對(dui)監(jian)測(ce)(ce)數(shu)據(ju)的真實(shi)性(xing)和(he)準確性(xing)負責(ze)。第二(er),環(huan)(huan)境(jing)保(bao)護(hu)部(bu)要(yao)依法(fa)(fa)建(jian)立健(jian)全(quan)對(dui)不同(tong)類(lei)型生(sheng)態(tai)環(huan)(huan)境(jing)監(jian)測(ce)(ce)機(ji)(ji)構(gou)(gou)及(ji)(ji)從事環(huan)(huan)境(jing)監(jian)測(ce)(ce)設備運營維護(hu)機(ji)(ji)構(gou)(gou)的監(jian)管(guan)制(zhi)度,制(zhi)定環(huan)(huan)境(jing)監(jian)測(ce)(ce)數(shu)據(ju)弄虛(xu)作假(jia)處理辦法(fa)(fa)等規(gui)(gui)定。各(ge)(ge)級環(huan)(huan)保(bao)部(bu)門要(yao)加(jia)大監(jian)測(ce)(ce)質量(liang)核查(cha)(cha)巡(xun)查(cha)(cha)力度,加(jia)強對(dui)各(ge)(ge)類(lei)生(sheng)態(tai)環(huan)(huan)境(jing)監(jian)測(ce)(ce)機(ji)(ji)構(gou)(gou)監(jian)測(ce)(ce)業務(wu)活動的監(jian)管(guan),嚴(yan)肅查(cha)(cha)處故意違反環(huan)(huan)境(jing)監(jian)測(ce)(ce)技術規(gui)(gui)范,篡改、偽造監(jian)測(ce)(ce)數(shu)據(ju)的行為。第三(san),對(dui)于黨政領導(dao)干(gan)部(bu)指(zhi)使篡改、偽造監(jian)測(ce)(ce)數(shu)據(ju)的,按照《黨政領導(dao)干(gan)部(bu)生(sheng)態(tai)環(huan)(huan)境(jing)損(sun)害責(ze)任追究辦法(fa)(fa)(試行)》的有關規(gui)(gui)定處理。

  (六)強(qiang)(qiang)化(hua)綜(zong)合能力(li)保(bao)障。加強(qiang)(qiang)生態(tai)(tai)環境監(jian)測(ce)能力(li)建設是(shi)改革任(ren)務落(luo)到實處(chu)的(de)基(ji)礎(chu)保(bao)障。為(wei)此,《方(fang)案》明(ming)確(que)提(ti)出(chu)要提(ti)升(sheng)生態(tai)(tai)環境監(jian)測(ce)綜(zong)合能力(li),包括:研究制定環境監(jian)測(ce)機(ji)(ji)構(gou)編制標準,加強(qiang)(qiang)環境監(jian)測(ce)隊伍建設,不斷提(ti)高監(jian)測(ce)人員綜(zong)合素質和(he)能力(li)水平。完善(shan)與生態(tai)(tai)環境監(jian)測(ce)網(wang)絡發展需求相適應(ying)的(de)財政保(bao)障機(ji)(ji)制,重點加強(qiang)(qiang)環境監(jian)測(ce)基(ji)礎(chu)能力(li)建設,各級政府將(jiang)生態(tai)(tai)環境監(jian)測(ce)所需經費納(na)入財政預算重點保(bao)障。完善(shan)環境保(bao)護(hu)監(jian)測(ce)崗位(wei)津貼政策。

  五、《方案》的主要內容

  《方案》包括6個(ge)部(bu)分共20條,3500余字。

  引言部分鮮明地(di)體現問題(ti)導(dao)向,點出了當前生態環境監測網(wang)絡存(cun)在的突出問題(ti)和解決(jue)的必要性和緊迫(po)性。

  第一(yi)至(zhi)三條是“總(zong)體要(yao)求”,主要(yao)明確《方(fang)案》的指導思想、基(ji)本原則(ze)和主要(yao)目標。按照明晰事(shi)權、落實責(ze)任,健全制度、統籌(chou)規劃,科學監(jian)測(ce)、創(chuang)新(xin)驅動,綜合(he)集成、測(ce)管(guan)協同的原則(ze),提出(chu)到2020年,初步建(jian)成陸海統籌(chou)、天(tian)地一(yi)體、上下協同、信息共享的生(sheng)態(tai)環境監(jian)測(ce)網(wang)絡,使生(sheng)態(tai)環境監(jian)測(ce)能力與(yu)生(sheng)態(tai)文明建(jian)設要(yao)求相適應(ying)。

  第四至十五條(tiao)為(wei)《方案》的任務(wu)措施(shi)部分,針對當前生態環境監測網(wang)絡建設(she)存在的突出(chu)問題,提出(chu)全面設(she)點(dian)、全國聯網(wang)、自動預(yu)警、依法追責(ze)等四個方面的任務(wu)。其中:

  第四至六條是針對全(quan)面設(she)(she)點,提出了完(wan)善生(sheng)(sheng)態環境(jing)監(jian)測(ce)網(wang)絡(luo)的(de)有關(guan)任務。主要包括:建(jian)立(li)統一(yi)的(de)環境(jing)質量監(jian)測(ce)網(wang)絡(luo)、健全(quan)重點污染源監(jian)測(ce)制度(du)、加強生(sheng)(sheng)態監(jian)測(ce)系統建(jian)設(she)(she)等三(san)方(fang)面的(de)監(jian)測(ce)網(wang)絡(luo)建(jian)設(she)(she)內容(rong)。

  第(di)七(qi)至九條主(zhu)要(yao)是針對全(quan)國聯網,提出(chu)要(yao)實現(xian)生(sheng)態環(huan)境(jing)(jing)監測信息集(ji)成共(gong)享(xiang)。主(zhu)要(yao)包(bao)括:建立生(sheng)態環(huan)境(jing)(jing)監測數據集(ji)成共(gong)享(xiang)機制、構建生(sheng)態環(huan)境(jing)(jing)監測大(da)數據平臺、統一發布生(sheng)態環(huan)境(jing)(jing)監測信息等三個層面的任務。

  第十(shi)至十(shi)二條主要(yao)是針對(dui)自(zi)動預警(jing),要(yao)達(da)到科學引導環境(jing)管理與(yu)風(feng)(feng)險防范的(de)目(mu)標。主要(yao)包括:加強環境(jing)質量監測(ce)預報(bao)預警(jing)、嚴密監控企業污(wu)染排放(fang)、提升生(sheng)態環境(jing)風(feng)(feng)險監測(ce)評估與(yu)預警(jing)能力(li)等三個方面的(de)措施。

  第十(shi)(shi)三(san)條至十(shi)(shi)五條是針對依(yi)法追責,要建立生態環(huan)(huan)境(jing)(jing)監測與監管聯動機制(zhi)。主要包括:為政府(fu)考核問責提供技術(shu)支撐、實(shi)現生態環(huan)(huan)境(jing)(jing)監測與執法同步(bu)、加強對各類生態環(huan)(huan)境(jing)(jing)監測機構的監管等三(san)個方面的內容。

  第十(shi)(shi)六條(tiao)至(zhi)二十(shi)(shi)條(tiao)是為保(bao)證《方案》確定的任(ren)務順利(li)實施,提出需建立健全(quan)的相關制度和保(bao)障體系(xi)。主(zhu)要(yao)包括:健全(quan)生(sheng)(sheng)態(tai)環境監測(ce)(ce)法(fa)律(lv)法(fa)規(gui)及標準(zhun)規(gui)范(fan)體系(xi)、明確生(sheng)(sheng)態(tai)環境監測(ce)(ce)事權(quan)、積極培育(yu)生(sheng)(sheng)態(tai)環境監測(ce)(ce)市場、強化監測(ce)(ce)科技創新能(neng)力、提升生(sheng)(sheng)態(tai)監測(ce)(ce)綜合能(neng)力等(deng)五(wu)個方面保(bao)障措(cuo)施。

  結尾部分主要(yao)強調(diao)了地方各(ge)級人民政府要(yao)加強對生(sheng)態環(huan)境(jing)監測網絡建設改革(ge)的組織領導,制定具(ju)體工(gong)作(zuo)方案,明(ming)確(que)職責分工(gong),保(bao)證各(ge)項改革(ge)任務落到(dao)實處。

  六(liu)、認(ren)真做(zuo)好《方案》的落實(shi)工作

  國務院相關(guan)部門(men)(men)和各級(ji)環(huan)(huan)保(bao)部門(men)(men)應高(gao)度重視生(sheng)態(tai)(tai)環(huan)(huan)境監測網絡建設工作,深入學習領會《方(fang)案(an)》內(nei)容,認真落(luo)(luo)實《方(fang)案(an)》提出(chu)的目標任(ren)務,加(jia)快(kuai)建成統一(yi)、完(wan)善、權(quan)威(wei)、高(gao)效的生(sheng)態(tai)(tai)環(huan)(huan)境監測網絡,為建設生(sheng)態(tai)(tai)文明(ming)和美麗(li)中(zhong)國提供堅強(qiang)的支撐與保(bao)障。當(dang)前(qian)要重點(dian)從(cong)以(yi)下幾個(ge)方(fang)面著手(shou),抓好《方(fang)案(an)》的落(luo)(luo)實工作:

  (一)做好《方案》內(nei)(nei)容任務(wu)的(de)(de)分(fen)解(jie)工作。分(fen)別制定國務(wu)院相關部門(men)(men)和環保部內(nei)(nei)各司局的(de)(de)任務(wu)分(fen)解(jie)表,將《方案》提出的(de)(de)任務(wu)逐條落實(shi)到責任部門(men)(men)。

  (二(er))制(zhi)定(ding)《方案》實施(shi)計(ji)劃。根據(ju)《方案》提出的(de)目(mu)標(biao)任務,制(zhi)定(ding)具體的(de)實施(shi)計(ji)劃(2016-2020年),確保如期(qi)完成任務,達到目(mu)標(biao)。

  (三)明(ming)確劃分各級政府和企業(ye)環(huan)(huan)(huan)境監(jian)(jian)測(ce)(ce)事(shi)權。明(ming)確政府所屬(shu)監(jian)(jian)測(ce)(ce)機(ji)構主要(yao)承擔環(huan)(huan)(huan)境質量(liang)監(jian)(jian)測(ce)(ce)、重(zhong)點(dian)污染(ran)源監(jian)(jian)督監(jian)(jian)測(ce)(ce)、環(huan)(huan)(huan)境執法監(jian)(jian)測(ce)(ce)、環(huan)(huan)(huan)境應急與(yu)預報預警等職能,其他(ta)服務性監(jian)(jian)測(ce)(ce)可向市場(chang)開放,由(you)社會監(jian)(jian)測(ce)(ce)機(ji)構承擔。中央(yang)政府根據事(shi)權劃分,建(jian)設并(bing)運(yun)行(xing)國家環(huan)(huan)(huan)境質量(liang)監(jian)(jian)測(ce)(ce)網;地(di)方(fang)政府根據事(shi)權劃分,建(jian)設并(bing)運(yun)行(xing)地(di)方(fang)環(huan)(huan)(huan)境質量(liang)監(jian)(jian)測(ce)(ce)網。排(pai)污企業(ye)要(yao)按照《環(huan)(huan)(huan)境保護法》要(yao)求(qiu)嚴格落實污染(ran)排(pai)放自(zi)行(xing)監(jian)(jian)測(ce)(ce)及信(xin)息(xi)公開的主體責任。國家和地(di)方(fang)建(jian)立(li)污染(ran)源監(jian)(jian)測(ce)(ce)數據共享與(yu)發布機(ji)制,重(zhong)點(dian)排(pai)污單(dan)位要(yao)按照環(huan)(huan)(huan)保部門要(yao)求(qiu)將自(zi)行(xing)監(jian)(jian)測(ce)(ce)結果統一上傳發布。

  (四)建立統一的(de)(de)環境監測(ce)(ce)技(ji)術規(gui)(gui)范(fan)(fan)和評價(jia)方(fang)法。對(dui)現(xian)有的(de)(de)大氣(qi)、水、土壤、生(sheng)態(tai)、近岸海(hai)域等監測(ce)(ce)技(ji)術規(gui)(gui)范(fan)(fan)進(jin)行(xing)現(xian)狀梳理、需求分析,列出需要修訂完(wan)善(shan)的(de)(de)清單,抓緊開展修制訂工作,力爭統一各(ge)有關部門的(de)(de)環境監測(ce)(ce)標準規(gui)(gui)范(fan)(fan),努力推(tui)進(jin)各(ge)類(lei)環境監測(ce)(ce)機構(gou)的(de)(de)監測(ce)(ce)活動執行(xing)統一的(de)(de)技(ji)術標準規(gui)(gui)范(fan)(fan)。

  (五)逐步健全環(huan)境監測法律(lv)法規。盡快出(chu)臺環(huan)境監測條(tiao)例(li)、國(guo)家(jia)環(huan)境質量監測網絡(luo)管理辦法、國(guo)家(jia)環(huan)境監測信息發(fa)布管理規定等法規、制度(du),使(shi)各項改革(ge)的(de)舉措(cuo)固(gu)化(hua)為法律(lv)和制度(du)規定,使(shi)改革(ge)工作有法可依,有章(zhang)可循(xun),扎實推進。

  (六)開展(zhan)環境監(jian)測(ce)(ce)標(biao)準(zhun)化建設(she)。會同中編(bian)辦開展(zhan)環境監(jian)測(ce)(ce)機(ji)構標(biao)準(zhun)化建設(she)工作,實(shi)現環境監(jian)測(ce)(ce)機(ji)構“四(si)個規(gui)(gui)范(fan)”,即(ji):規(gui)(gui)范(fan)單位(wei)屬性(xing),明確(que)(que)為公益性(xing)事業單位(wei);規(gui)(gui)范(fan)職能定位(wei),明確(que)(que)各(ge)級監(jian)測(ce)(ce)機(ji)構的具體職能;規(gui)(gui)范(fan)編(bian)制(zhi)管理(li),明確(que)(que)編(bian)制(zhi)標(biao)準(zhun)和人員結構;規(gui)(gui)范(fan)經費保(bao)障(zhang),各(ge)級財政部門要充分保(bao)障(zhang)人員和運(yun)行經費。
