萊茵高工談RoHS2.0新增受控物質的應對

  歐盟于2015年(nian)6月4日在其(qi)(qi)官方刊物(wu)( Official Journal of the European Union)上(shang)發布(bu)針對RoHS 2.0 (2011/65/EU) 的修改指(zhi)令((EU)2015/865)),該修改指(zhi)令新增4項(xiang)限制物(wu)質鄰(lin)苯(ben)(ben)二(er)甲(jia)(jia)酸二(er)(2-乙基己)酯(zhi)(zhi)(DEHP)、鄰(lin)苯(ben)(ben)二(er)甲(jia)(jia)酸二(er)丁(ding)酯(zhi)(zhi)(DBP)、鄰(lin)苯(ben)(ben)二(er)甲(jia)(jia)酸苯(ben)(ben)基丁(ding)基酯(zhi)(zhi)(BBP)及(ji)鄰(lin)苯(ben)(ben)二(er)甲(jia)(jia)酸二(er)異(yi)丁(ding)酯(zhi)(zhi)(DIBP),限值濃(nong)度均(jun)為0.1%(基于均(jun)質材(cai)料(liao)),并要求其(qi)(qi)成員國(guo)在2016年(nian)12月31日前將指(zhi)令轉化(hua)為本國(guo)法規,于2019年(nian)7月22日開始(shi)實(shi)施。

62321(EN 62321)是公認的(de)(de)(de)(de)(de)該行(xing)業(ye)(ye)國際標(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun),該標(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)由(you) IEC/TC111   RoHS2.0修(xiu)訂指(zhi)令的(de)(de)(de)(de)(de)出臺無(wu)(wu)形(xing)中(zhong)加速了相關標準的(de)(de)(de)(de)(de)制(zhi)(zhi)定(ding)(ding)(ding)(ding)工(gong)作(zuo),對我國(guo)正在(zai)制(zhi)(zhi)修(xiu)定(ding)(ding)(ding)(ding)的(de)(de)(de)(de)(de)電子電氣(qi)產(chan)品污染控(kong)制(zhi)(zhi)管(guan)理辦法(fa)及(ji)(ji)配套標準的(de)(de)(de)(de)(de)制(zhi)(zhi)修(xiu)定(ding)(ding)(ding)(ding)都會產(chan)生影響(xiang)。另一方(fang)(fang)面,修(xiu)訂指(zhi)令也會改變實(shi)(shi)驗(yan)室傳統的(de)(de)(de)(de)(de)RoHS 6項檢(jian)測(ce)(ce)運作(zuo)模式(shi),尤其是(shi)對整(zheng)機(ji)測(ce)(ce)試,因成本等因素,之(zhi)(zhi)前的(de)(de)(de)(de)(de)6種(zhong)受控(kong)物質(zhi)原(yuan)則(ze)上可(ke)首先采用(yong)(yong)XRF測(ce)(ce)定(ding)(ding)(ding)(ding)鉛(qian)、鎘、汞、鉻(ge)、溴的(de)(de)(de)(de)(de)總量(liang)(liang),然(ran)后對不(bu)能(neng)確(que)定(ding)(ding)(ding)(ding)的(de)(de)(de)(de)(de)部分采用(yong)(yong)化(hua)學手(shou)段(duan)(比(bi)如等離(li)子發(fa)射光譜(ICP-OES)及(ji)(ji)氣(qi)相色譜質(zhi)譜(GC-MS))確(que)認(ren)結(jie)(jie)果(guo),不(bu)少企業(ye)實(shi)(shi)驗(yan)室配有(you)(you)(you)(you)XRF作(zuo)為篩(shai)查工(gong)具,一些企業(ye)的(de)(de)(de)(de)(de)RoHS體系也強調XRF在(zai)有(you)(you)(you)(you)害(hai)物質(zhi)控(kong)制(zhi)(zhi)中(zhong)的(de)(de)(de)(de)(de)使(shi)用(yong)(yong),對整(zheng)機(ji)進(jin)行(xing)RoHS有(you)(you)(you)(you)害(hai)物質(zhi)檢(jian)測(ce)(ce)時,一些第三方(fang)(fang)實(shi)(shi)驗(yan)室也會用(yong)(yong)XRF進(jin)行(xing)RoHS初步核查,但(dan)修(xiu)改指(zhi)令中(zhong)新增的(de)(de)(de)(de)(de)4種(zhong)化(hua)合物無(wu)(wu)法(fa)用(yong)(yong)XRF獲取(qu)有(you)(you)(you)(you)用(yong)(yong)信(xin)息,只(zhi)能(neng)用(yong)(yong)各類(lei)質(zhi)譜聯用(yong)(yong)手(shou)段(duan)(Py-GC-MS, IAMS, GC-MS 或(huo) LC-MS等)定(ding)(ding)(ding)(ding)量(liang)(liang)或(huo)半定(ding)(ding)(ding)(ding)量(liang)(liang)測(ce)(ce)試,過去僅采用(yong)(yong)XRF篩(shai)選的(de)(de)(de)(de)(de)方(fang)(fang)式(shi)已(yi)(yi)不(bu)能(neng)覆蓋(gai)所有(you)(you)(you)(you)受限物質(zhi),事實(shi)(shi)上,隨著受限物質(zhi)的(de)(de)(de)(de)(de)增加,今后必然(ran)需(xu)(xu)要(yao)采用(yong)(yong)多種(zhong)手(shou)段(duan)才能(neng)完成初步篩(shai)查任務(wu),同(tong)(tong)(tong)過去一樣,完成受限物質(zhi)的(de)(de)(de)(de)(de)準確(que)定(ding)(ding)(ding)(ding)量(liang)(liang)測(ce)(ce)定(ding)(ding)(ding)(ding)需(xu)(xu)要(yao)多種(zhong)手(shou)段(duan)的(de)(de)(de)(de)(de)并(bing)用(yong)(yong)。相應地,實(shi)(shi)驗(yan)室或(huo)各管(guan)控(kong)機(ji)構都需(xu)(xu)要(yao)不(bu)同(tong)(tong)(tong)程度上調整(zheng)自(zi)(zi)已(yi)(yi)的(de)(de)(de)(de)(de)RoHS有(you)(you)(you)(you)害(hai)物質(zhi)檢(jian)測(ce)(ce)運行(xing)模式(shi),XRF仍然(ran)是(shi)可(ke)行(xing)的(de)(de)(de)(de)(de)初篩(shai)選工(gong)具,但(dan)只(zhi)針對原(yuan)RoHS中(zhong)6項物質(zhi),故之(zhi)(zhi)前只(zhi)有(you)(you)(you)(you)XRF的(de)(de)(de)(de)(de)實(shi)(shi)驗(yan)室需(xu)(xu)要(yao)考慮(lv)或(huo)者分包項目到第三方(fang)(fang)或(huo)者添置相關設備建立方(fang)(fang)法(fa),對已(yi)(yi)有(you)(you)(you)(you)基(ji)本儀器(如XRF、ICP-OES、GC-MS)并(bing)建立了方(fang)(fang)法(fa)的(de)(de)(de)(de)(de)實(shi)(shi)驗(yan)室,考慮(lv)到樣品種(zhong)類(lei)及(ji)(ji)樣品量(liang)(liang)大小的(de)(de)(de)(de)(de)不(bu)同(tong)(tong)(tong),以及(ji)(ji)檢(jian)測(ce)(ce)結(jie)(jie)果(guo)的(de)(de)(de)(de)(de)用(yong)(yong)途不(bu)同(tong)(tong)(tong),不(bu)少情況下直接定(ding)(ding)(ding)(ding)量(liang)(liang)測(ce)(ce)試比(bi)先篩(shai)選后化(hua)學測(ce)(ce)試確(que)認(ren)更為有(you)(you)(you)(you)效(xiao),實(shi)(shi)驗(yan)室需(xu)(xu)按自(zi)(zi)已(yi)(yi)的(de)(de)(de)(de)(de)情況調整(zheng)檢(jian)測(ce)(ce)方(fang)(fang)案。
