全國獸醫衛生事業發展規劃(2016—2020年)征求意見稿

一、發(fa)展(zhan)環境

  “十二五”時期,我國獸醫衛生事業繼續保持良好發展勢頭。各級獸醫部門認真貫徹落實黨中央國務院決策部署,攻堅克難、奮力拼搏,高質量地完成了《獸醫事業發展“十二五”規劃確定》的主要目標任務。動物疫病防控取得顯著成效。國務院辦公廳發布《國家中長期動物疫病防治規劃(2012—2020年)》,我國動物防疫工作全面步入規劃引領、科學防治的新階段。重大動物疫病防控部門合作、區域聯防聯控和應急管理機制日趨完善;全國消滅馬鼻疽,基本消滅馬傳貧,牛肺疫無疫狀態通過國際認可;高致病性禽流感、口蹄疫等重大動物疫病流行強度逐年下降、發病范圍顯著縮小、發病頻次明顯下降,全國連續多年未發生亞洲I型口蹄疫疫情。獸醫衛(wei)生風險(xian)控(kong)制(zhi)水平和(he)動物產(chan)品(pin)質量(liang)(liang)安(an)全監(jian)管能力大(da)幅提(ti)高(gao)。生豬(zhu)屠宰監(jian)管職責劃(hua)歸(gui)農業部門,打通了從養(yang)殖到屠宰衛(wei)生質量(liang)(liang)風險(xian)控(kong)制(zhi)與監(jian)管鏈(lian)條;動物產(chan)地(di)檢(jian)疫和(he)屠宰檢(jian)疫更加規范,“十二(er)五”期間(jian)全國(guo)產(chan)地(di)檢(jian)疫畜禽526.45億頭(只(zhi)、羽(yu)),屠宰檢(jian)疫畜禽304.66億頭(只(zhi)、羽(yu));查(cha)處(chu)(chu)違反《動物防疫法(fa)》案(an)件(jian)14.83萬(wan)件(jian);《國(guo)務院辦(ban)公廳關于建立(li)病(bing)死畜禽無(wu)害化處(chu)(chu)理(li)機制(zhi)的意見》(國(guo)辦(ban)發〔2014〕47號(hao))正式出臺,病(bing)死畜禽無(wu)害化處(chu)(chu)理(li)長效機制(zhi)建設有序推進;獸藥產(chan)品(pin)質量(liang)(liang)抽(chou)檢(jian)合格率(lv)穩步(bu)提(ti)升,“十二(er)五”末合格率(lv)達到94.8%,同比(bi)提(ti)高(gao)3.7個百分點;動物產(chan)品(pin)獸藥殘(can)留抽(chou)檢(jian)合格率(lv)保持在99%以(yi)上。以官(guan)方獸(shou)(shou)醫(yi)(yi)和(he)執業(ye)獸(shou)(shou)醫(yi)(yi)為主體的新型獸(shou)(shou)醫(yi)(yi)制度加快推進,全(quan)國共認定官(guan)方獸(shou)(shou)醫(yi)(yi)11.05萬人,7.67萬人獲得執業(ye)獸(shou)(shou)醫(yi)(yi)資格。在(zai)全(quan)體獸(shou)(shou)醫(yi)(yi)工作(zuo)者(zhe)的共同努力下(xia),我國獸(shou)(shou)醫(yi)(yi)衛(wei)生事業(ye)又邁(mai)上了(le)一個大臺階。

  “十三五”時期,我國經濟建設、政治建設、文化建設、社會建設和生態文明建設將站在更高的起點上,世情、國情、農情將繼續發生深刻變化,獸醫衛生工作處于新的發展環境。一方面,我們需要審慎面對多重挑戰。一是動物疫病防控形勢并不樂觀。重大動物疫病仍在部分區域流行,主要人畜共患病流行范圍呈擴大態勢,外來動物疫病傳入風險持續存在。養殖規模化程度較低、活畜禽長途調運、現宰現食等養殖、流通和消費方式嚴重制約動物疫病防治水平的提升。二是動物(wu)產品(pin)質量安全(quan)風(feng)險管理難度(du)加(jia)大。從(cong)養殖(zhi)到屠宰鏈條長、環節多,以(yi)藥(yao)物(wu)殘留為(wei)代表的化(hua)學(xue)性風(feng)險和以(yi)人畜共患病為(wei)代表的生物(wu)性風(feng)險并存,難防范、難管理。三是獸藥(yao)(yao)行業(ye)(ye)(ye)小(xiao)散(san)亂差現(xian)象同時存(cun)在。企業(ye)(ye)(ye)數量(liang)多(duo)(duo)(duo)、規模小(xiao),創(chuang)新能(neng)(neng)(neng)力(li)不(bu)強,產業(ye)(ye)(ye)集(ji)中(zhong)度低、產能(neng)(neng)(neng)利用(yong)不(bu)足、產品(pin)同質化嚴(yan)重(zhong)。假(jia)冒偽劣與生(sheng)產經營(ying)使用(yong)不(bu)規范問題(ti)交織,市場秩序需進一(yi)步(bu)(bu)規范。四是屠(tu)宰(zai)行業(ye)(ye)(ye)轉型(xing)升級任(ren)重(zhong)道(dao)遠。規模以(yi)上(shang)屠(tu)宰(zai)企業(ye)(ye)(ye)僅占20%。行業(ye)(ye)(ye)產能(neng)(neng)(neng)嚴(yan)重(zhong)過剩(sheng),多(duo)(duo)(duo)數屠(tu)宰(zai)企業(ye)(ye)(ye)實際屠(tu)宰(zai)量(liang)遠低于設計能(neng)(neng)(neng)力(li)。收費代(dai)宰(zai)現(xian)象普遍(bian)。私屠(tu)濫宰(zai)、屠(tu)宰(zai)病死豬、注水、注入瘦肉(rou)精等(deng)違(wei)法(fa)行為嚴(yan)重(zhong)干(gan)擾正常(chang)市場秩序,危害動(dong)(dong)物(wu)(wu)(wu)源(yuan)性食品(pin)安全(quan)。另一(yi)方(fang)面,我們已經積聚了多(duo)(duo)(duo)種推動(dong)(dong)獸醫(yi)(yi)衛生(sheng)事(shi)業(ye)(ye)(ye)發展的(de)基(ji)礎勢能(neng)(neng)(neng)。“同一(yi)個(ge)世界,同一(yi)個(ge)健(jian)康(kang)”理念深入人心。以(yi)《動(dong)(dong)物(wu)(wu)(wu)防(fang)疫(yi)法(fa)》為核心,以(yi)《重(zhong)大動(dong)(dong)物(wu)(wu)(wu)疫(yi)情應(ying)急條(tiao)例(li)》《獸藥(yao)(yao)管理條(tiao)例(li)》《病原微生(sheng)物(wu)(wu)(wu)實驗室生(sheng)物(wu)(wu)(wu)安全(quan)管理條(tiao)例(li)》《生(sheng)豬屠(tu)宰(zai)管理條(tiao)例(li)》為骨干(gan)的(de)獸醫(yi)(yi)法(fa)律體系基(ji)本形成。獸醫(yi)(yi)行政(zheng)管理、技(ji)術支(zhi)撐、動(dong)(dong)物(wu)(wu)(wu)衛生(sheng)監督和(he)獸醫(yi)(yi)藥(yao)(yao)品(pin)監察(cha)工作(zuo)體系相對健(jian)全(quan)。獸醫(yi)(yi)工作(zuo)財政(zheng)支(zhi)持保障政(zheng)策體系逐(zhu)步(bu)(bu)優化,強制(zhi)(zhi)免疫(yi)、撲(pu)殺、無害化處(chu)理、基(ji)層動(dong)(dong)物(wu)(wu)(wu)防(fang)疫(yi)工作(zuo)補(bu)貼補(bu)助制(zhi)(zhi)度不(bu)斷(duan)完(wan)善,獸醫(yi)(yi)工作(zuo)人力(li)物(wu)(wu)(wu)力(li)財力(li)保障機(ji)制(zhi)(zhi)初(chu)步(bu)(bu)建立。綜(zong)合判斷(duan),獸醫(yi)(yi)衛生(sheng)事(shi)業(ye)(ye)(ye)發展正處(chu)于可以(yi)大有作(zuo)為的(de)重(zhong)要戰略機(ji)遇期(qi)。

  在全(quan)(quan)面建成小康社會(hui)的(de)決勝階段,做好獸(shou)醫(yi)衛(wei)(wei)生(sheng)工作,我們必(bi)須一手積極(ji)應對風險挑戰,一手牢牢把握科(ke)(ke)學發展(zhan)的(de)主動權。必(bi)須增強機遇意識(shi)和(he)憂患意識(shi),主動適應環境變化,有效(xiao)化解(jie)各種矛盾。必(bi)須更加準確把握“保障養殖(zhi)業(ye)生(sheng)產安(an)(an)全(quan)(quan)、動物產品(pin)質量安(an)(an)全(quan)(quan)、公共衛(wei)(wei)生(sheng)安(an)(an)全(quan)(quan)和(he)生(sheng)態(tai)安(an)(an)全(quan)(quan)”的(de)獸(shou)醫(yi)工作新(xin)定位。必(bi)須在突(tu)出(chu)服務和(he)促(cu)進(jin)(jin)養殖(zhi)業(ye)轉(zhuan)型升級的(de)基礎上,以改革精神和(he)法治(zhi)(zhi)(zhi)思(si)維(wei),謀劃破(po)解(jie)發展(zhan)難題(ti)。必(bi)須更加自覺地匯聚各方力量,加快構建科(ke)(ke)學高效(xiao)的(de)全(quan)(quan)鏈條獸(shou)醫(yi)衛(wei)(wei)生(sheng)風險防范控制體(ti)(ti)系、功能完備的(de)獸(shou)醫(yi)衛(wei)(wei)生(sheng)監管體(ti)(ti)系和(he)社會(hui)化服務體(ti)(ti)系、企業(ye)主體(ti)(ti)責任與政府監管責任協(xie)同(tong)促(cu)進(jin)(jin)的(de)有效(xiao)管理格局,努力促(cu)進(jin)(jin)獸(shou)醫(yi)衛(wei)(wei)生(sheng)治(zhi)(zhi)(zhi)理體(ti)(ti)系和(he)治(zhi)(zhi)(zhi)理能力現代化,加快推動獸(shou)醫(yi)衛(wei)(wei)生(sheng)事業(ye)取得新(xin)突(tu)破(po)、實現新(xin)發展(zhan)。

  二、指(zhi)導思想、基本(ben)原(yuan)則(ze)與發展目(mu)標

  (一)指導思想

  全(quan)面(mian)貫(guan)徹落實黨的十(shi)八大、十(shi)八屆三中(zhong)、四中(zhong)、五中(zhong)全(quan)會精神,以(yi)馬(ma)克(ke)思(si)主(zhu)義、毛澤(ze)東思(si)想、鄧(deng)小(xiao)平理(li)論、“三個(ge)代表”重(zhong)要(yao)(yao)思(si)想、科學(xue)發展(zhan)觀為指導,深入貫(guan)徹習(xi)近平總書記系(xi)列重(zhong)要(yao)(yao)講(jiang)話精神,堅(jian)持四個(ge)全(quan)面(mian)戰(zhan)略布(bu)局(ju),以(yi)推(tui)動(dong)獸醫事業(ye)科學(xue)健(jian)(jian)康發展(zhan)為目標,以(yi)“防風(feng)險、保安(an)全(quan)、促發展(zhan)”為主(zhu)線(xian),推(tui)動(dong)形(xing)成(cheng)更加成(cheng)熟的制(zhi)度(du)體系(xi)、更加健(jian)(jian)全(quan)的機(ji)構隊伍、更加完善的財政(zheng)保障機(ji)制(zhi),更好(hao)地(di)利用國(guo)內國(guo)際(ji)兩個(ge)市場、兩種(zhong)資源,強(qiang)化從(cong)養殖到屠(tu)宰全(quan)鏈(lian)條獸醫衛(wei)生(sheng)風(feng)險管理(li),提(ti)高動(dong)物疫病(bing)防治能力(li),為保障養殖業(ye)生(sheng)產安(an)全(quan)、動(dong)物產品質量安(an)全(quan)、公共衛(wei)生(sheng)安(an)全(quan)和生(sheng)態(tai)安(an)全(quan),促進農業(ye)農村經濟平穩(wen)較快(kuai)發展(zhan)作出新貢(gong)獻。

  (二)基本原(yuan)則

  ——堅(jian)持把(ba)全面(mian)提高從養殖到屠(tu)(tu)宰全鏈條(tiao)獸醫衛(wei)生(sheng)(sheng)風險(xian)控(kong)制能力作為主攻方(fang)向。加強動(dong)(dong)物養殖、移動(dong)(dong)、屠(tu)(tu)宰等關鍵環節(jie)管(guan)理,強化從養殖到屠(tu)(tu)宰全鏈條(tiao)獸醫衛(wei)生(sheng)(sheng)風險(xian)追溯監管(guan),科學防范(fan)、有效控(kong)制、高效管(guan)理動(dong)(dong)物疫(yi)病風險(xian)和動(dong)(dong)物源(yuan)性(xing)食品質量衛(wei)生(sheng)(sheng)風險(xian)。

  ——堅(jian)持把全面(mian)改革創(chuang)新(xin)作為根本(ben)動(dong)力。以有效提供公共(gong)服務、全面(mian)提升社會化服務水平為導向,深化獸醫管(guan)理體制改革,加(jia)快獸醫衛(wei)生(sheng)制度創(chuang)新(xin)和科技創(chuang)新(xin),形成公共(gong)機(ji)構與管(guan)理服務對象共(gong)同促進(jin)獸醫衛(wei)生(sheng)事(shi)業發展的新(xin)機(ji)制。

  ——堅持把全面提(ti)升獸(shou)(shou)醫體系(xi)效(xiao)能(neng)作為核心任務。整合政府與市場資源,強化人(ren)財(cai)物綜合保障(zhang)能(neng)力(li),構建結構完善、分工(gong)合理、權責(ze)清晰(xi)、運轉高效(xiao)的(de)獸(shou)(shou)醫體系(xi),提(ti)高獸(shou)(shou)醫工(gong)作科學決(jue)策能(neng)力(li)、技術支撐(cheng)能(neng)力(li)、監督執法能(neng)力(li)和服務生產能(neng)力(li)。

  ——堅持把全面促進產(chan)(chan)(chan)業發展(zhan)(zhan)作為關(guan)鍵舉措(cuo)。在充分發揮市(shi)場機制作用、嚴格遵循產(chan)(chan)(chan)業發展(zhan)(zhan)規律的(de)基礎上,優化(hua)市(shi)場環境(jing),維護(hu)市(shi)場秩序,激活各(ge)類生產(chan)(chan)(chan)要素,推動產(chan)(chan)(chan)業創新發展(zhan)(zhan)和轉(zhuan)型升級,提高獸藥產(chan)(chan)(chan)業和屠宰產(chan)(chan)(chan)業的(de)國際競爭力。

  (三)發展目(mu)標

  ——獸(shou)醫(yi)事業(ye)發展保障(zhang)措(cuo)施(shi)更(geng)加(jia)有力(li)。基礎設施(shi)和(he)機(ji)構隊伍更(geng)加(jia)健全,法(fa)律法(fa)規標準規范體系更(geng)加(jia)完善(shan),獸(shou)醫(yi)公(gong)共財政投入機(ji)制更(geng)加(jia)穩(wen)定,獸(shou)醫(yi)領域(yu)國際(ji)交流合作(zuo)更(geng)加(jia)深入,科技支撐(cheng)能力(li)和(he)獸(shou)醫(yi)社會化服務(wu)水平(ping)顯(xian)著提高。

  ——動(dong)(dong)物(wu)(wu)(wu)疫(yi)病(bing)防治(zhi)能(neng)力顯(xian)著增強。16種優先(xian)防治(zhi)的國內動(dong)(dong)物(wu)(wu)(wu)疫(yi)病(bing)達(da)到(dao)《國家(jia)中長期動(dong)(dong)物(wu)(wu)(wu)疫(yi)病(bing)防治(zhi)規劃(2012—2020年)》提(ti)出的考核標準。13種重(zhong)點防范的外來動(dong)(dong)物(wu)(wu)(wu)疫(yi)病(bing)傳(chuan)入(ru)和擴散風險有效降低,外來動(dong)(dong)物(wu)(wu)(wu)疫(yi)病(bing)防范和處(chu)置能(neng)力明(ming)顯(xian)提(ti)高(gao),動(dong)(dong)物(wu)(wu)(wu)發(fa)病(bing)率(lv)、死(si)亡率(lv)和公共衛生風險顯(xian)著降低,生豬、家(jia)禽、牛(niu)、羊發(fa)病(bing)率(lv)分別(bie)下(xia)降到(dao)5%、6%、4%、3%以下(xia)。

  ——從養殖(zhi)到(dao)屠(tu)宰(zai)全鏈條獸醫衛生(sheng)監管能力大幅提高(gao)。風(feng)險管理(li)能力顯(xian)著提升(sheng),活畜(chu)禽長距離(li)大范圍調運逐步規范,病死畜(chu)禽無害化處理(li)機制不斷完善,屠(tu)宰(zai)行業基(ji)本實現(xian)分(fen)(fen)級(ji)分(fen)(fen)類管理(li),獸藥(yao)產(chan)品質量抽檢合(he)格率穩定(ding)在95%以上。

  ——獸藥(yao)產業(ye)和畜禽屠(tu)宰產業(ye)健康(kang)發展。獸藥(yao)產業(ye)總產值(zhi)增(zeng)長(chang)20%以(yi)(yi)上,大中(zhong)型(xing)企業(ye)占(zhan)比提高20%以(yi)(yi)上。規模(mo)以(yi)(yi)上生豬屠(tu)宰企業(ye)屠(tu)宰量(liang)占(zhan)比超過(guo)80%,牛羊雞集中(zhong)屠(tu)宰穩步推進(jin),城(cheng)市(shi)冷鮮肉(rou)市(shi)場占(zhan)有率超過(guo)30%。

  三、重點任務

  (一)深化獸(shou)醫管理體制機制改革

  1.健全完善(shan)獸醫(yi)(yi)工作體系(xi)(xi)。深(shen)入貫徹(che)中央(yang)關于(yu)全面深(shen)化改革的(de)戰略部署,在(zai)鞏(gong)固《國務院關于(yu)推進獸醫(yi)(yi)管(guan)理(li)(li)體制改革的(de)若干(gan)意見》(國發(fa)(fa)〔2005〕15號)取得(de)成果的(de)基礎上,穩定和發(fa)(fa)展(zhan)獸醫(yi)(yi)行政(zheng)管(guan)理(li)(li)、動(dong)(dong)物(wu)衛(wei)生監督(du)、動(dong)(dong)物(wu)疫病(bing)預防控制、獸醫(yi)(yi)藥品監察、畜禽屠宰(zai)行業管(guan)理(li)(li)機(ji)構隊伍。建(jian)立(li)獸醫(yi)(yi)體系(xi)(xi)效(xiao)能(neng)評估機(ji)制,出臺獸醫(yi)(yi)機(ji)構條件能(neng)力建(jian)設(she)標準(zhun),確立(li)優先發(fa)(fa)展(zhan)事項和重點建(jian)設(she)任(ren)務。根據法(fa)律(lv)規定,遵(zun)循事權和支出責任(ren)相適應的(de)原則,加強獸醫(yi)(yi)機(ji)構核心能(neng)力建(jian)設(she),科學合理(li)(li)配置人力財力物(wu)力資源,筑牢獸醫(yi)(yi)體系(xi)(xi)提(ti)供(gong)動(dong)(dong)物(wu)疫病(bing)風險防治和動(dong)(dong)物(wu)產品質量安(an)全監管(guan)等公共服務的(de)平臺基礎。

  2.調整理(li)順獸醫(yi)機構關(guan)系。省市縣三級(ji),重(zhong)點理(li)順監督執法與技術支撐機構之(zhi)間的關(guan)系,建立獸醫(yi)衛(wei)生信息通報(bao)、資源(yuan)共(gong)享協作機制;鄉鎮一級(ji),重(zhong)點統籌基層監督執法力量(liang)、防疫監管力量(liang)和獸醫(yi)服(fu)務(wu)力量(liang),形成動物(wu)疫病預防控制與動物(wu)檢疫、動物(wu)監督執法相互(hu)(hu)支持(chi),獸醫(yi)公共(gong)管理(li)與社會(hui)化服(fu)務(wu)相互(hu)(hu)促進的工作格(ge)局。

  3.著力加(jia)強獸(shou)(shou)醫(yi)(yi)隊(dui)(dui)伍(wu)(wu)(wu)建(jian)設。持續推進新型獸(shou)(shou)醫(yi)(yi)制度建(jian)設,突出質量導向,擴大(da)和充實(shi)官方(fang)獸(shou)(shou)醫(yi)(yi)與(yu)執(zhi)(zhi)(zhi)業(ye)(ye)獸(shou)(shou)醫(yi)(yi)隊(dui)(dui)伍(wu)(wu)(wu);兼顧實(shi)際需(xu)求,管好和放(fang)活(huo)鄉村(cun)獸(shou)(shou)醫(yi)(yi)與(yu)村(cun)級(ji)防(fang)疫(yi)員隊(dui)(dui)伍(wu)(wu)(wu)。研究調整官方(fang)獸(shou)(shou)醫(yi)(yi)資格(ge)認定范(fan)圍,實(shi)施新一輪官方(fang)獸(shou)(shou)醫(yi)(yi)培訓(xun)規劃。加(jia)強執(zhi)(zhi)(zhi)業(ye)(ye)獸(shou)(shou)醫(yi)(yi)管理,完善(shan)準入制度,嚴格(ge)獸(shou)(shou)醫(yi)(yi)執(zhi)(zhi)(zhi)業(ye)(ye)條件(jian)要求,優化(hua)執(zhi)(zhi)(zhi)業(ye)(ye)獸(shou)(shou)醫(yi)(yi)隊(dui)(dui)伍(wu)(wu)(wu)發展(zhan)環境,引導符(fu)合條件(jian)的鄉村(cun)獸(shou)(shou)醫(yi)(yi)向執(zhi)(zhi)(zhi)業(ye)(ye)獸(shou)(shou)醫(yi)(yi)發展(zhan)。完善(shan)村(cun)級(ji)防(fang)疫(yi)員考評機(ji)制,提高村(cun)級(ji)防(fang)疫(yi)員組(zu)織化(hua)水平。

  4.大力推動(dong)(dong)獸(shou)(shou)(shou)(shou)醫(yi)社(she)會(hui)化服(fu)(fu)務(wu)(wu)(wu)體系發(fa)展(zhan)。建(jian)立(li)(li)完善生(sheng)產經(jing)營(ying)者履(lv)行主(zhu)(zhu)體責任、政(zheng)府依法監管和社(she)會(hui)廣泛(fan)參與的(de)獸(shou)(shou)(shou)(shou)醫(yi)社(she)會(hui)化服(fu)(fu)務(wu)(wu)(wu)治理機(ji)制。綜合(he)運(yun)用(yong)畜牧獸(shou)(shou)(shou)(shou)醫(yi)扶持補貼政(zheng)策和金融保險杠桿等市場化手(shou)段,引(yin)導(dao)社(she)會(hui)力量進(jin)入(ru)獸(shou)(shou)(shou)(shou)醫(yi)服(fu)(fu)務(wu)(wu)(wu)領域。鼓勵養殖(zhi)和獸(shou)(shou)(shou)(shou)藥生(sheng)產經(jing)營(ying)企(qi)業、動(dong)(dong)物(wu)診療(liao)(liao)機(ji)構及(ji)其(qi)他市場主(zhu)(zhu)體成立(li)(li)動(dong)(dong)物(wu)防疫(yi)服(fu)(fu)務(wu)(wu)(wu)隊、合(he)作社(she)等多種形式(shi)的(de)服(fu)(fu)務(wu)(wu)(wu)機(ji)構,規范整合(he)村(cun)級(ji)防疫(yi)員資源(yuan),向養殖(zhi)場戶提供高質(zhi)量的(de)免疫(yi)、診療(liao)(liao)、用(yong)藥等獸(shou)(shou)(shou)(shou)醫(yi)衛生(sheng)服(fu)(fu)務(wu)(wu)(wu)。推廣“政(zheng)府購買服(fu)(fu)務(wu)(wu)(wu)”,探索將獸(shou)(shou)(shou)(shou)醫(yi)公益性服(fu)(fu)務(wu)(wu)(wu)交由具有資質(zhi)、具備能(neng)力的(de)獸(shou)(shou)(shou)(shou)醫(yi)服(fu)(fu)務(wu)(wu)(wu)組(zu)(zu)織和其(qi)他市場主(zhu)(zhu)體承擔,優化基層動(dong)(dong)物(wu)防疫(yi)補貼經(jing)費使用(yong)的(de)新(xin)(xin)機(ji)制。鼓勵動(dong)(dong)物(wu)診療(liao)(liao)機(ji)構開展(zhan)標準化建(jian)設、實行連鎖式(shi)經(jing)營(ying)。探索通過“互聯網+”、移(yi)動(dong)(dong)診療(liao)(liao)等方(fang)式(shi),擴(kuo)大獸(shou)(shou)(shou)(shou)醫(yi)診療(liao)(liao)服(fu)(fu)務(wu)(wu)(wu)半(ban)徑,提高服(fu)(fu)務(wu)(wu)(wu)質(zhi)量。支持獸(shou)(shou)(shou)(shou)醫(yi)行業組(zu)(zu)織發(fa)揮橋梁紐帶作用(yong),促進(jin)資源(yuan)整合(he)、行業自律(lv)、專(zhuan)業服(fu)(fu)務(wu)(wu)(wu)和權益維護,為獸(shou)(shou)(shou)(shou)醫(yi)事業發(fa)展(zhan)注(zhu)入(ru)新(xin)(xin)動(dong)(dong)力、增強新(xin)(xin)活力、拓展(zhan)新(xin)(xin)空間(jian)。

  (二)加強獸醫衛生(sheng)法治(zhi)建(jian)設

  1.完(wan)善(shan)(shan)獸(shou)醫(yi)衛(wei)生(sheng)法(fa)律(lv)(lv)規(gui)(gui)(gui)(gui)范體系。遵(zun)循獸(shou)醫(yi)隊伍建(jian)設規(gui)(gui)(gui)(gui)律(lv)(lv)、動(dong)物疫病和(he)人畜共(gong)患病防(fang)治(zhi)規(gui)(gui)(gui)(gui)律(lv)(lv)、養殖屠宰(zai)加工業發(fa)展(zhan)規(gui)(gui)(gui)(gui)律(lv)(lv),立(li)足現狀,借鑒國際成熟經驗,加快獸(shou)醫(yi)人員管(guan)理立(li)法(fa),開展(zhan)《動(dong)物防(fang)疫法(fa)》《獸(shou)藥管(guan)理條(tiao)例(li)》《生(sheng)豬屠宰(zai)管(guan)理條(tiao)例(li)》修訂工作。健(jian)全法(fa)律(lv)(lv)法(fa)規(gui)(gui)(gui)(gui)配(pei)套標準,完(wan)善(shan)(shan)技術(shu)規(gui)(gui)(gui)(gui)程和(he)標準體系,為規(gui)(gui)(gui)(gui)范開展(zhan)獸(shou)醫(yi)衛(wei)生(sheng)公共(gong)管(guan)理和(he)社會化(hua)服務工作提供法(fa)律(lv)(lv)保障(zhang)。

  2.構建基(ji)層畜(chu)牧(mu)獸(shou)(shou)醫綜(zong)合(he)(he)執(zhi)法(fa)(fa)(fa)(fa)體系。大(da)力推行(xing)基(ji)層綜(zong)合(he)(he)執(zhi)法(fa)(fa)(fa)(fa),全面履行(xing)畜(chu)牧(mu)獸(shou)(shou)醫部門(men)法(fa)(fa)(fa)(fa)定(ding)職責。建立省市級(ji)(ji)畜(chu)牧(mu)獸(shou)(shou)醫行(xing)政(zheng)執(zhi)法(fa)(fa)(fa)(fa)與綜(zong)合(he)(he)執(zhi)法(fa)(fa)(fa)(fa)協調(diao)機制,加(jia)強對縣級(ji)(ji)畜(chu)牧(mu)獸(shou)(shou)醫綜(zong)合(he)(he)執(zhi)法(fa)(fa)(fa)(fa)的(de)業務指導。重點(dian)以縣級(ji)(ji)動(dong)物(wu)(wu)衛(wei)生(sheng)監督機構為依托,整(zheng)合(he)(he)畜(chu)牧(mu)獸(shou)(shou)醫執(zhi)法(fa)(fa)(fa)(fa)隊伍,統一行(xing)使(shi)動(dong)物(wu)(wu)防疫(yi)檢(jian)疫(yi)、種畜(chu)禽、飼料、獸(shou)(shou)藥、畜(chu)禽屠(tu)宰、生(sheng)鮮乳、獸(shou)(shou)醫實驗室生(sheng)物(wu)(wu)安(an)全、動(dong)物(wu)(wu)診療機構和獸(shou)(shou)醫從(cong)業人員監督執(zhi)法(fa)(fa)(fa)(fa)等職責,逐步實現執(zhi)法(fa)(fa)(fa)(fa)人員統一管理,執(zhi)法(fa)(fa)(fa)(fa)力量(liang)統一調(diao)度(du)。明確(que)細化綜(zong)合(he)(he)執(zhi)法(fa)(fa)(fa)(fa)機構職能,完善執(zhi)法(fa)(fa)(fa)(fa)委托手續,確(que)保(bao)執(zhi)法(fa)(fa)(fa)(fa)行(xing)為合(he)(he)法(fa)(fa)(fa)(fa)有效。充實綜(zong)合(he)(he)執(zhi)法(fa)(fa)(fa)(fa)人員力量(liang),提高(gao)執(zhi)法(fa)(fa)(fa)(fa)裝備水(shui)平,建立條件能力與執(zhi)法(fa)(fa)(fa)(fa)任務相匹配的(de)保(bao)障機制。

  3.構建(jian)獸(shou)醫普(pu)法(fa)(fa)宣傳教(jiao)育(yu)機制(zhi)。強(qiang)化獸(shou)醫系統學法(fa)(fa)用法(fa)(fa)宣傳教(jiao)育(yu),增強(qiang)權(quan)力(li)法(fa)(fa)定、權(quan)責(ze)一(yi)致(zhi)意(yi)識。落實(shi)“誰執(zhi)法(fa)(fa)誰普(pu)法(fa)(fa)”的普(pu)法(fa)(fa)責(ze)任制(zhi),切實(shi)加強(qiang)對(dui)管理相對(dui)人的法(fa)(fa)治宣傳,督促其履行動物(wu)防疫和(he)動物(wu)產品質量安全主體(ti)責(ze)任。健(jian)全普(pu)法(fa)(fa)工作機制(zhi),綜合(he)運用傳統媒(mei)(mei)體(ti)和(he)新媒(mei)(mei)體(ti),定期(qi)開展獸(shou)醫法(fa)(fa)制(zhi)宣講和(he)主題教(jiao)育(yu)活動,擴大宣傳教(jiao)育(yu)的覆蓋面和(he)滲透力(li),形成(cheng)管理服務對(dui)象(xiang)和(he)相關利(li)益方積(ji)極參(can)與獸(shou)醫法(fa)(fa)治建(jian)設的良好氛圍。

  (三(san))提高動物疫(yi)病防治(zhi)能力

  1.有計(ji)劃(hua)(hua)地控(kong)制(zhi)凈(jing)(jing)化(hua)重點(dian)(dian)病(bing)種。深入貫徹《國家中(zhong)(zhong)長期動(dong)(dong)物疫(yi)(yi)病(bing)防治規(gui)劃(hua)(hua)(2012—2020年(nian)(nian))》,根據生物學特(te)點(dian)(dian)和(he)(he)流行病(bing)學規(gui)律,制(zhi)定實(shi)(shi)(shi)施優先防治動(dong)(dong)物疫(yi)(yi)病(bing)防治計(ji)劃(hua)(hua)和(he)(he)指(zhi)導(dao)意見。在口蹄疫(yi)(yi)和(he)(he)禽(qin)流感防治中(zhong)(zhong),繼續強(qiang)(qiang)(qiang)(qiang)化(hua)強(qiang)(qiang)(qiang)(qiang)制(zhi)免(mian)疫(yi)(yi)監(jian)(jian)測(ce)凈(jing)(jing)化(hua)等綜合(he)防治措(cuo)施。在布魯(lu)氏菌(jun)(jun)病(bing)和(he)(he)奶牛(niu)結(jie)核病(bing)防治中(zhong)(zhong),突(tu)出抓好(hao)免(mian)疫(yi)(yi)、監(jian)(jian)測(ce)和(he)(he)風險評(ping)估工作,嚴(yan)格動(dong)(dong)物移動(dong)(dong)管(guan)理(li),推進養(yang)殖場(chang)和(he)(he)重點(dian)(dian)養(yang)殖區監(jian)(jian)測(ce)凈(jing)(jing)化(hua)。在狂(kuang)犬病(bing)防治中(zhong)(zhong),重點(dian)(dian)加(jia)強(qiang)(qiang)(qiang)(qiang)免(mian)疫(yi)(yi)和(he)(he)疫(yi)(yi)情(qing)監(jian)(jian)測(ce)。在血(xue)吸(xi)蟲病(bing)防治中(zhong)(zhong),以控(kong)制(zhi)牲畜傳染源為重點(dian)(dian),實(shi)(shi)(shi)施農業綜合(he)治理(li)。在包蟲病(bing)防治中(zhong)(zhong),落實(shi)(shi)(shi)驅蟲、免(mian)疫(yi)(yi)等預(yu)防措(cuo)施,加(jia)強(qiang)(qiang)(qiang)(qiang)檢疫(yi)(yi)和(he)(he)屠宰管(guan)理(li)。在高致病(bing)性豬藍耳病(bing)、豬瘟、新城(cheng)疫(yi)(yi)、沙門氏菌(jun)(jun)病(bing)、禽(qin)白血(xue)病(bing)、豬偽狂(kuang)犬病(bing)和(he)(he)豬繁殖與呼吸(xi)綜合(he)征防治中(zhong)(zhong),強(qiang)(qiang)(qiang)(qiang)化(hua)種源監(jian)(jian)測(ce)凈(jing)(jing)化(hua)。維(wei)持馬(ma)鼻疽全國無(wu)疫(yi)(yi)狀態,到(dao)2020年(nian)(nian)力(li)爭(zheng)全國消滅馬(ma)傳染性貧血(xue)。

  2.防(fang)范(fan)(fan)外來(lai)(lai)動物疫(yi)病(bing)傳(chuan)入風(feng)(feng)險(xian)。堅(jian)持疏堵(du)結(jie)合,重點防(fang)范(fan)(fan)非(fei)(fei)洲豬(zhu)瘟(wen)、牛海綿狀腦病(bing)等《國家中長期動物疫(yi)病(bing)防(fang)治規劃(2012—2020年(nian))》確(que)定的(de)13種外來(lai)(lai)動物疫(yi)病(bing)。加強進口(kou)風(feng)(feng)險(xian)評(ping)估、口(kou)岸檢驗檢疫(yi)等關(guan)鍵環節(jie)管理,探索境外動物疫(yi)病(bing)風(feng)(feng)險(xian)等效(xiao)區評(ping)估認可機(ji)制,嚴(yan)厲打(da)擊非(fei)(fei)法進口(kou)動物和動物產品行(xing)為(wei)。創新(xin)跨境動物疫(yi)病(bing)防(fang)控模式,完善邊境動物防(fang)疫(yi)安全屏障、外來(lai)(lai)病(bing)監(jian)(jian)測網絡,建立邊境控制區和免(mian)疫(yi)帶,健全監(jian)(jian)測巡查制度,協作開展野(ye)生動物傳(chuan)播外來(lai)(lai)動物疫(yi)病(bing)的(de)風(feng)(feng)險(xian)監(jian)(jian)測,全面提高外來(lai)(lai)動物疫(yi)病(bing)風(feng)(feng)險(xian)預警和風(feng)(feng)險(xian)防(fang)范(fan)(fan)能力。

  1.嚴格養殖環節(jie)獸(shou)(shou)(shou)醫衛(wei)生風(feng)險管(guan)理(li)(li)(li)。建立養殖場(chang)(chang)所獸(shou)(shou)(shou)醫衛(wei)生風(feng)險分級制度(du)(du),強(qiang)化高(gao)風(feng)險動(dong)(dong)(dong)物(wu)(wu)(wu)飼養場(chang)(chang)所監管(guan)。實(shi)行(xing)(xing)畜禽免疫(yi)、投入品(pin)使用(yong)、調入調出、死亡及無害化處理(li)(li)(li)等情況(kuang)的(de)痕跡化管(guan)理(li)(li)(li),落實(shi)年度(du)(du)動(dong)(dong)(dong)物(wu)(wu)(wu)防(fang)疫(yi)制度(du)(du)執行(xing)(xing)情況(kuang)報(bao)告制度(du)(du)。建立散養畜禽臺帳,準確掌握動(dong)(dong)(dong)物(wu)(wu)(wu)防(fang)疫(yi)和(he)用(yong)藥(yao)情況(kuang)。深(shen)入實(shi)施(shi)獸(shou)(shou)(shou)藥(yao)殘留監控計劃(hua),提(ti)高(gao)殘留檢測覆蓋面,強(qiang)化陽(yang)性樣品(pin)追溯(su),嚴禁不合(he)格動(dong)(dong)(dong)物(wu)(wu)(wu)產品(pin)上市銷售。開展全國獸(shou)(shou)(shou)藥(yao)(抗(kang)(kang)菌藥(yao))綜合(he)治理(li)(li)(li)五年行(xing)(xing)動(dong)(dong)(dong),深(shen)入治理(li)(li)(li)濫(lan)用(yong)獸(shou)(shou)(shou)用(yong)抗(kang)(kang)菌藥(yao)及生產經營使用(yong)非(fei)法獸(shou)(shou)(shou)藥(yao)問題。嚴格實(shi)施(shi)獸(shou)(shou)(shou)用(yong)處方(fang)藥(yao)與非(fei)處方(fang)藥(yao)分類管(guan)理(li)(li)(li)制度(du)(du)、獸(shou)(shou)(shou)藥(yao)安(an)全使用(yong)規定(ding)及休藥(yao)期制度(du)(du),提(ti)高(gao)養殖安(an)全用(yong)藥(yao)水平。

  3.嚴格屠(tu)宰環節獸醫衛生風險管理。出(chu)臺屠(tu)宰企(qi)業(ye)(ye)風險分級(ji)管理規范,落實屠(tu)宰企(qi)業(ye)(ye)質(zhi)量(liang)安全(quan)主體(ti)責任(ren),推行生豬屠(tu)宰良好(hao)操作規范制(zhi)度和危害分析(xi)與關(guan)鍵(jian)控(kong)制(zhi)點管理制(zhi)度,嚴格從生豬入場到肉品出(chu)場全(quan)過程質(zhi)量(liang)控(kong)制(zhi)。強化生豬屠(tu)宰監管執法,嚴厲打(da)擊私屠(tu)濫宰、屠(tu)宰病害豬、注水(shui)或注入其他違禁物質(zhi)等違法犯(fan)罪(zui)行為,降低屠(tu)宰環節質(zhi)量(liang)安全(quan)風險。

  4.建(jian)(jian)(jian)(jian)立(li)完(wan)善(shan)病死(si)(si)(si)畜禽(qin)(qin)(qin)無(wu)(wu)害(hai)化(hua)(hua)處(chu)(chu)理(li)機制。落(luo)實(shi)《國務院辦公廳(ting)關于建(jian)(jian)(jian)(jian)立(li)病死(si)(si)(si)畜禽(qin)(qin)(qin)無(wu)(wu)害(hai)化(hua)(hua)處(chu)(chu)理(li)機制的(de)意(yi)見》,堅持統籌規劃與屬(shu)地(di)負責相(xiang)結(jie)合、政(zheng)(zheng)府(fu)監管(guan)與市場運作相(xiang)結(jie)合、財政(zheng)(zheng)補(bu)(bu)助(zhu)(zhu)與保(bao)險(xian)聯(lian)動(dong)相(xiang)結(jie)合、集(ji)中(zhong)處(chu)(chu)理(li)與自行處(chu)(chu)理(li)相(xiang)結(jie)合,加快建(jian)(jian)(jian)(jian)立(li)覆蓋飼(si)養(yang)、屠(tu)宰、經(jing)營、運輸(shu)等(deng)各環(huan)(huan)節(jie)的(de)病死(si)(si)(si)畜禽(qin)(qin)(qin)無(wu)(wu)害(hai)化(hua)(hua)處(chu)(chu)理(li)體系(xi)。按照“誰(shui)處(chu)(chu)理(li)、補(bu)(bu)給(gei)誰(shui)”的(de)原則,推動(dong)建(jian)(jian)(jian)(jian)立(li)與養(yang)殖(zhi)(zhi)量(liang)、無(wu)(wu)害(hai)化(hua)(hua)處(chu)(chu)理(li)率相(xiang)掛鉤(gou)的(de)財政(zheng)(zheng)補(bu)(bu)助(zhu)(zhu)機制。逐步將養(yang)殖(zhi)(zhi)環(huan)(huan)節(jie)病死(si)(si)(si)豬(zhu)無(wu)(wu)害(hai)化(hua)(hua)處(chu)(chu)理(li)補(bu)(bu)助(zhu)(zhu)資金過(guo)渡為一般性轉移(yi)支(zhi)付。加強(qiang)屠(tu)宰環(huan)(huan)節(jie)病害(hai)豬(zhu)無(wu)(wu)害(hai)化(hua)(hua)處(chu)(chu)理(li)補(bu)(bu)貼(tie)使用監管(guan)。深化(hua)(hua)無(wu)(wu)害(hai)化(hua)(hua)處(chu)(chu)理(li)與養(yang)殖(zhi)(zhi)業保(bao)險(xian)聯(lian)動(dong)機制建(jian)(jian)(jian)(jian)設。引(yin)導支(zhi)持社會力量(liang)參與病死(si)(si)(si)畜禽(qin)(qin)(qin)無(wu)(wu)害(hai)化(hua)(hua)處(chu)(chu)理(li)體系(xi)建(jian)(jian)(jian)(jian)設和運營。落(luo)實(shi)生產(chan)經(jing)營者主體責任、地(di)方政(zheng)(zheng)府(fu)和有關部(bu)門監管(guan)職(zhi)責,建(jian)(jian)(jian)(jian)立(li)部(bu)門間監管(guan)聯(lian)動(dong)機制,嚴厲打擊隨意(yi)拋(pao)棄病死(si)(si)(si)畜禽(qin)(qin)(qin)、加工制售病死(si)(si)(si)畜禽(qin)(qin)(qin)產(chan)品等(deng)違(wei)法(fa)犯(fan)罪行為,確保(bao)病死(si)(si)(si)畜禽(qin)(qin)(qin)基本實(shi)現無(wu)(wu)害(hai)化(hua)(hua)處(chu)(chu)理(li)。

  (五)推動(dong)獸藥行業轉型升級

  1.創新獸(shou)(shou)(shou)(shou)(shou)藥(yao)(yao)(yao)評(ping)(ping)審制(zhi)度(du)(du)。完(wan)善(shan)(shan)獸(shou)(shou)(shou)(shou)(shou)藥(yao)(yao)(yao)產(chan)品批準(zhun)文號管理制(zhi)度(du)(du),提(ti)高技(ji)術審查標(biao)準(zhun),加(jia)大(da)知識產(chan)權保護(hu)力(li)度(du)(du)。修(xiu)訂獸(shou)(shou)(shou)(shou)(shou)藥(yao)(yao)(yao)注冊辦法,調整不(bu)同類(lei)別(bie)獸(shou)(shou)(shou)(shou)(shou)藥(yao)(yao)(yao)注冊要求。科學(xue)設定寵(chong)物(wu)用(yong)藥(yao)(yao)(yao)質(zhi)(zhi)量標(biao)準(zhun)與食品動物(wu)用(yong)藥(yao)(yao)(yao)質(zhi)(zhi)量標(biao)準(zhun)。實施(shi)獸(shou)(shou)(shou)(shou)(shou)藥(yao)(yao)(yao)臨(lin)床研究和(he)(he)非臨(lin)床研究質(zhi)(zhi)量管理規范,規范獸(shou)(shou)(shou)(shou)(shou)藥(yao)(yao)(yao)研發活動。完(wan)善(shan)(shan)新獸(shou)(shou)(shou)(shou)(shou)藥(yao)(yao)(yao)安全(quan)(quan)評(ping)(ping)價標(biao)準(zhun),嚴格獸(shou)(shou)(shou)(shou)(shou)藥(yao)(yao)(yao)上市前風險評(ping)(ping)估。建立不(bu)良反應(ying)監測(ce)和(he)(he)報告體(ti)系(xi),加(jia)強對(dui)有潛在安全(quan)(quan)風險獸(shou)(shou)(shou)(shou)(shou)藥(yao)(yao)(yao)品種(zhong)的安全(quan)(quan)性監測(ce)和(he)(he)再評(ping)(ping)價工作(zuo)。建立申(shen)請人溝通交流(liu)制(zhi)度(du)(du),形成鼓勵創新、促進產(chan)品質(zhi)(zhi)量提(ti)高的獸(shou)(shou)(shou)(shou)(shou)藥(yao)(yao)(yao)評(ping)(ping)審工作(zuo)機制(zhi)。

  2.優化(hua)獸(shou)藥(yao)產(chan)(chan)業(ye)結構。建立市場準入和退出(chu)機制,鼓(gu)勵企業(ye)兼并重組,提高(gao)獸(shou)藥(yao)產(chan)(chan)業(ye)集(ji)中(zhong)度(du),遏(e)制低水平(ping)(ping)重復(fu)建設勢頭。修訂獸(shou)藥(yao)生(sheng)(sheng)產(chan)(chan)經營(ying)(ying)質量管理規范(fan),提高(gao)獸(shou)藥(yao)生(sheng)(sheng)產(chan)(chan)經營(ying)(ying)技(ji)術門檻,淘汰生(sheng)(sheng)產(chan)(chan)工(gong)藝落(luo)后和質量安全隱患大的生(sheng)(sheng)產(chan)(chan)線。鼓(gu)勵獸(shou)藥(yao)生(sheng)(sheng)產(chan)(chan)技(ji)術、生(sheng)(sheng)產(chan)(chan)工(gong)藝創新,提高(gao)獸(shou)藥(yao)生(sheng)(sheng)產(chan)(chan)技(ji)術水平(ping)(ping)和產(chan)(chan)品(pin)質量,打造有(you)競爭力的品(pin)牌(pai)。引(yin)導(dao)中(zhong)獸(shou)藥(yao)產(chan)(chan)業(ye)發展。支(zhi)持獸(shou)醫診斷制品(pin)規模化(hua)、標準化(hua)生(sheng)(sheng)產(chan)(chan)。

  3.營(ying)(ying)造良(liang)好(hao)獸(shou)(shou)藥(yao)市場環境。支持(chi)獸(shou)(shou)藥(yao)連(lian)鎖經營(ying)(ying),加快(kuai)構建現代獸(shou)(shou)藥(yao)物流體(ti)系(xi)。加強互聯網(wang)獸(shou)(shou)藥(yao)經營(ying)(ying)管(guan)理(li),規范(fan)、促進獸(shou)(shou)藥(yao)電子(zi)商務發展。加強誠信體(ti)系(xi)建設,建立(li)獸(shou)(shou)藥(yao)研發、生(sheng)產和經營(ying)(ying)企業(ye)(ye)信用(yong)記(ji)錄,實施基于企業(ye)(ye)信用(yong)評(ping)價的差別化監管(guan)制度(du),建立(li)失信企業(ye)(ye)懲(cheng)戒機制。落實企業(ye)(ye)獸(shou)(shou)藥(yao)質(zhi)(zhi)量安全(quan)主體(ti)責任,建立(li)經營(ying)(ying)企業(ye)(ye)重點監控(kong)制度(du),規范(fan)獸(shou)(shou)藥(yao)生(sheng)產經營(ying)(ying)活動(dong),保障獸(shou)(shou)藥(yao)質(zhi)(zhi)量安全(quan)。

  5.提(ti)高(gao)(gao)技(ji)術(shu)支撐能力(li)。出臺(tai)(tai)省、地(市)獸(shou)藥(yao)(yao)(yao)檢(jian)(jian)(jian)(jian)驗(yan)及(ji)殘(can)(can)留(liu)檢(jian)(jian)(jian)(jian)測機構建(jian)設(she)標(biao)準,促進地(市)級獸(shou)藥(yao)(yao)(yao)及(ji)殘(can)(can)留(liu)檢(jian)(jian)(jian)(jian)驗(yan)檢(jian)(jian)(jian)(jian)測能力(li)建(jian)設(she)。完(wan)善獸(shou)用生物(wu)(wu)制品檢(jian)(jian)(jian)(jian)測體系,提(ti)高(gao)(gao)獸(shou)用生物(wu)(wu)制品質(zhi)量監(jian)控能力(li)。建(jian)立全(quan)國獸(shou)藥(yao)(yao)(yao)檢(jian)(jian)(jian)(jian)驗(yan)技(ji)術(shu)信息數據管(guan)理平臺(tai)(tai),完(wan)善獸(shou)藥(yao)(yao)(yao)殘(can)(can)留(liu)限量標(biao)準,支持獸(shou)藥(yao)(yao)(yao)殘(can)(can)留(liu)高(gao)(gao)通量快速檢(jian)(jian)(jian)(jian)測技(ji)術(shu)研究。制定獸(shou)藥(yao)(yao)(yao)風險評(ping)估和安全(quan)評(ping)價技(ji)術(shu)規范(fan)。科(ke)學(xue)布局(ju)全(quan)國動物(wu)(wu)源(yuan)細菌(jun)耐藥(yao)(yao)(yao)性監(jian)測點,加(jia)強動物(wu)(wu)源(yuan)細菌(jun)耐藥(yao)(yao)(yao)性監(jian)測和風險評(ping)估,完(wan)善國家動物(wu)(wu)源(yuan)細菌(jun)耐藥(yao)(yao)(yao)性監(jian)測數據庫。建(jian)立獸(shou)藥(yao)(yao)(yao)中非(fei)法添加(jia)物(wu)(wu)檢(jian)(jian)(jian)(jian)測平臺(tai)(tai),提(ti)高(gao)(gao)獸(shou)藥(yao)(yao)(yao)非(fei)法添加(jia)其他成分檢(jian)(jian)(jian)(jian)測能力(li)。

  (六)促進生豬(zhu)屠宰行業健康發展

  1.優(you)化(hua)屠宰(zai)(zai)產業(ye)(ye)布局(ju)。遵循市場規律(lv),引導(dao)屠宰(zai)(zai)企(qi)(qi)業(ye)(ye)合理布局(ju)。鼓(gu)勵(li)兼并重(zhong)組,培育屠宰(zai)(zai)加工(gong)(gong)龍頭(tou)企(qi)(qi)業(ye)(ye)。支(zhi)持養殖(zhi)屠宰(zai)(zai)加工(gong)(gong)融合發展,推動(dong)建立屠宰(zai)(zai)企(qi)(qi)業(ye)(ye)與上下(xia)游產業(ye)(ye)利益聯結機制(zhi),促進大(da)型屠宰(zai)(zai)企(qi)(qi)業(ye)(ye)開(kai)展屠宰(zai)(zai)、加工(gong)(gong)、配送、銷售一體化(hua)經營。鼓(gu)勵(li)屠宰(zai)(zai)企(qi)(qi)業(ye)(ye)擴大(da)協(xie)議養殖(zhi)和自養規模,減少生豬長途運輸。

  2.完(wan)善屠(tu)(tu)(tu)宰(zai)(zai)準(zhun)入(ru)退出機制。加(jia)強(qiang)(qiang)生豬(zhu)屠(tu)(tu)(tu)宰(zai)(zai)準(zhun)入(ru)管理,推行(xing)屠(tu)(tu)(tu)宰(zai)(zai)質量管理規(gui)范(fan)(GMP)制度,加(jia)快淘汰手工和(he)半機械化小型(xing)屠(tu)(tu)(tu)宰(zai)(zai)場點,堅決關閉(bi)不(bu)符合法定條件的屠(tu)(tu)(tu)宰(zai)(zai)企業(ye)。強(qiang)(qiang)化生豬(zhu)屠(tu)(tu)(tu)宰(zai)(zai)企業(ye)環(huan)境影響評價(jia),加(jia)大現有屠(tu)(tu)(tu)宰(zai)(zai)企業(ye)環(huan)境治(zhi)理力度。加(jia)強(qiang)(qiang)屠(tu)(tu)(tu)宰(zai)(zai)加(jia)工和(he)檢驗人員資質管理。嚴格代宰(zai)(zai)條件,規(gui)范(fan)代宰(zai)(zai)行(xing)為,推動屠(tu)(tu)(tu)宰(zai)(zai)企業(ye)自營化發展。

  3.轉變屠宰行(xing)業(ye)(ye)發展(zhan)方(fang)式。推進生豬屠宰標(biao)準化(hua)(hua)(hua)(hua)(hua)生產,引導屠宰企(qi)業(ye)(ye)標(biao)準化(hua)(hua)(hua)(hua)(hua)改造,提高屠宰機械化(hua)(hua)(hua)(hua)(hua)、自動化(hua)(hua)(hua)(hua)(hua)、標(biao)準化(hua)(hua)(hua)(hua)(hua)、清潔(jie)化(hua)(hua)(hua)(hua)(hua)、智能化(hua)(hua)(hua)(hua)(hua)生產水(shui)平。加(jia)快技術升級和產業(ye)(ye)轉型(xing),培育一批以(yi)大(da)中城(cheng)市為銷售重點的區域性肉(rou)品加(jia)工(gong)配(pei)送企(qi)業(ye)(ye)。完善肉(rou)品質量(liang)安全(quan)管理(li)體系(xi)和可追溯體系(xi),實(shi)施屠宰企(qi)業(ye)(ye)品牌化(hua)(hua)(hua)(hua)(hua)戰略。實(shi)行(xing)肉(rou)品分類(lei)分級制度,鼓勵大(da)型(xing)屠宰加(jia)工(gong)企(qi)業(ye)(ye)開展(zhan)跨國(guo)經營。

  4.規范(fan)屠(tu)(tu)宰(zai)(zai)行(xing)業發展(zhan)秩序。建(jian)立(li)“地方政府負(fu)總責、監管部門(men)各負(fu)其責、企(qi)業為第(di)一(yi)責任(ren)(ren)人(ren)”的質(zhi)量安(an)全(quan)責任(ren)(ren)體(ti)系。強化屠(tu)(tu)宰(zai)(zai)行(xing)業管理(li)和(he)監督執(zhi)法能力建(jian)設。健全(quan)屠(tu)(tu)宰(zai)(zai)企(qi)業日常監管和(he)定期巡查制(zhi)(zhi)度。加強生豬等畜禽屠(tu)(tu)宰(zai)(zai)統(tong)計(ji)監測,及(ji)時(shi)發布屠(tu)(tu)宰(zai)(zai)統(tong)計(ji)信息。嚴格(ge)落(luo)實(shi)屠(tu)(tu)宰(zai)(zai)檢(jian)疫、肉(rou)(rou)品品質(zhi)檢(jian)驗和(he)“瘦肉(rou)(rou)精”等風險(xian)物質(zhi)檢(jian)測制(zhi)(zhi)度。監督代宰(zai)(zai)企(qi)業執(zhi)行(xing)屠(tu)(tu)宰(zai)(zai)操作規范(fan)和(he)質(zhi)量安(an)全(quan)標準(zhun)。健全(quan)應急(ji)處理(li)機制(zhi)(zhi),有效預防(fang)、妥善應對屠(tu)(tu)宰(zai)(zai)環(huan)節質(zhi)量安(an)全(quan)突(tu)發事件。

  (七)強化獸醫(yi)科技創(chuang)新(xin)能力

  1.完善獸(shou)(shou)醫(yi)科技(ji)(ji)管理機制(zhi)(zhi)(zhi)。堅持(chi)(chi)把服務(wu)和促進獸(shou)(shou)醫(yi)衛生(sheng)事(shi)業(ye)健康發展作為(wei)(wei)獸(shou)(shou)醫(yi)科技(ji)(ji)工(gong)作的(de)(de)出發點和落腳點,以(yi)保障(zhang)獸(shou)(shou)醫(yi)衛生(sheng)安(an)全為(wei)(wei)導(dao)向,優化獸(shou)(shou)醫(yi)科技(ji)(ji)管理工(gong)作機制(zhi)(zhi)(zhi)。加(jia)(jia)強各(ge)級(ji)各(ge)類(lei)獸(shou)(shou)醫(yi)教學科研單位、技(ji)(ji)術支持(chi)(chi)服務(wu)機構信息交流(liu)共(gong)享,強化各(ge)級(ji)各(ge)類(lei)獸(shou)(shou)醫(yi)實(shi)驗室的(de)(de)溝通協作。促進建立(li)以(yi)解(jie)決實(shi)際(ji)問題、加(jia)(jia)快科技(ji)(ji)創新(xin)為(wei)(wei)導(dao)向的(de)(de)科研成果(guo)評價機制(zhi)(zhi)(zhi)。推動建立(li)協同創新(xin)平臺,引(yin)導(dao)產(chan)學研緊密結合(he),加(jia)(jia)快形成以(yi)政府投(tou)資為(wei)(wei)主導(dao)、社會投(tou)入為(wei)(wei)補充,有效引(yin)導(dao)企業(ye)投(tou)入的(de)(de)科研經費保障(zhang)機制(zhi)(zhi)(zhi)。

  2.強化(hua)獸醫(yi)(yi)科技(ji)創新推(tui)廣能力(li)建設(she)。加強獸醫(yi)(yi)學(xue)科群(qun)、重點實(shi)(shi)驗(yan)(yan)室等(deng)基礎研(yan)究(jiu)(jiu)設(she)施建設(she),改(gai)善實(shi)(shi)驗(yan)(yan)動物(wu)(wu)、細胞系、獸藥標準物(wu)(wu)質、生物(wu)(wu)制品和化(hua)學(xue)藥品工程技(ji)術等(deng)基礎研(yan)究(jiu)(jiu)條件。健(jian)全國(guo)家獸醫(yi)(yi)參(can)考實(shi)(shi)驗(yan)(yan)室、專業實(shi)(shi)驗(yan)(yan)室、區域診(zhen)斷實(shi)(shi)驗(yan)(yan)室體系,促進(jin)外來動物(wu)(wu)疫(yi)病研(yan)究(jiu)(jiu)、動物(wu)(wu)疫(yi)病綜合防治技(ji)術研(yan)究(jiu)(jiu)和畜禽產品安全保障技(ji)術研(yan)究(jiu)(jiu)。統籌利用各(ge)級(ji)各(ge)類獸醫(yi)(yi)科技(ji)資源,開展先(xian)進(jin)適用技(ji)術推(tui)廣示范,促進(jin)獸醫(yi)(yi)科技(ji)成(cheng)果(guo)轉化(hua)應用。

  3.突出獸醫科研重(zhong)點(dian)。堅持需求導向,系統開(kai)展重(zhong)點(dian)動(dong)物(wu)(wu)(wu)(wu)疫(yi)病(bing)(bing)病(bing)(bing)原(yuan)學(xue)、流(liu)行病(bing)(bing)學(xue)、致(zhi)病(bing)(bing)與免疫(yi)機制(zhi),新(xin)型疫(yi)苗藥(yao)(yao)物(wu)(wu)(wu)(wu)、診斷技(ji)術(shu),以及凈化根除關鍵技(ji)術(shu)、動(dong)物(wu)(wu)(wu)(wu)疫(yi)病(bing)(bing)監(jian)(jian)測(ce)預警新(xin)型技(ji)術(shu)、動(dong)物(wu)(wu)(wu)(wu)源(yuan)性(xing)(xing)產(chan)品(pin)(pin)致(zhi)病(bing)(bing)微生(sheng)物(wu)(wu)(wu)(wu)監(jian)(jian)測(ce)、獸藥(yao)(yao)殘留監(jian)(jian)測(ce)、耐藥(yao)(yao)性(xing)(xing)監(jian)(jian)測(ce)、非獸藥(yao)(yao)類添加物(wu)(wu)(wu)(wu)危(wei)害(hai)識別(bie)、從(cong)養殖到(dao)屠(tu)宰(zai)全鏈(lian)條風險追溯管理技(ji)術(shu)研究,促進(jin)動(dong)物(wu)(wu)(wu)(wu)疫(yi)病(bing)(bing)控制(zhi)和動(dong)物(wu)(wu)(wu)(wu)源(yuan)性(xing)(xing)食品(pin)(pin)安全保障能力全面提升。

  (八)構建全鏈條獸醫衛生監(jian)管服務信息化體系

  1.統籌(chou)規劃信(xin)(xin)息(xi)(xi)化體(ti)系。堅持資(zi)源(yuan)(yuan)共(gong)享、信(xin)(xin)息(xi)(xi)互通,以“情況可(ke)掌握(wo)、來源(yuan)(yuan)可(ke)追溯(su)、去向(xiang)可(ke)追蹤(zong)、責任可(ke)追究”為(wei)(wei)(wei)目(mu)標,以中央平(ping)臺為(wei)(wei)(wei)核心(xin)、省級平(ping)臺為(wei)(wei)(wei)支(zhi)撐(cheng),以基層獸(shou)醫(yi)工(gong)作人員、養(yang)殖加工(gong)企業等各方廣(guang)泛參與的(de)信(xin)(xin)息(xi)(xi)采集終端為(wei)(wei)(wei)基礎,集合(he)對接畜牧獸(shou)醫(yi)信(xin)(xin)息(xi)(xi)資(zi)源(yuan)(yuan),構建從(cong)養(yang)殖到屠宰全(quan)(quan)鏈條(tiao)獸(shou)醫(yi)衛(wei)生風(feng)險追溯(su)監管(guan)(guan)信(xin)(xin)息(xi)(xi)體(ti)系,形(xing)成以動物生命周(zhou)期為(wei)(wei)(wei)主線,全(quan)(quan)面及時準確(que)采集、傳輸、分析、應用動物疫病和(he)其他獸(shou)醫(yi)衛(wei)生數(shu)據(ju)信(xin)(xin)息(xi)(xi)的(de)制(zhi)度體(ti)系和(he)運(yun)行機制(zhi),實(shi)現關鍵環節(jie)數(shu)據(ju)信(xin)(xin)息(xi)(xi)資(zi)源(yuan)(yuan)的(de)融合(he)利用,提升(sheng)獸(shou)醫(yi)衛(wei)生風(feng)險監測分析、預測、預警管(guan)(guan)理效(xiao)能。

  2.加(jia)(jia)強關鍵系(xi)(xi)(xi)統(tong)(tong)建(jian)(jian)設。建(jian)(jian)立(li)動物疫(yi)病(bing)防(fang)控信(xin)息(xi)管理、預(yu)警預(yu)測和應(ying)急(ji)指揮(hui)系(xi)(xi)(xi)統(tong)(tong),提升動物疫(yi)病(bing)防(fang)控決策能(neng)力。完善(shan)動物標識及動物產(chan)品追溯(su)系(xi)(xi)(xi)統(tong)(tong),健全電子(zi)檢疫(yi)證明網絡體系(xi)(xi)(xi),推廣電子(zi)標識等物聯網技術,實現防(fang)疫(yi)檢疫(yi)監(jian)督(du)工(gong)作(zuo)信(xin)息(xi)化(hua)。加(jia)(jia)強國(guo)家獸(shou)(shou)(shou)(shou)藥基礎信(xin)息(xi)平臺和國(guo)家獸(shou)(shou)(shou)(shou)藥產(chan)品追溯(su)系(xi)(xi)(xi)統(tong)(tong)建(jian)(jian)設,實現獸(shou)(shou)(shou)(shou)藥質量(liang)安(an)全可(ke)追溯(su)。健全獸(shou)(shou)(shou)(shou)醫(yi)人員管理、執(zhi)業(ye)(ye)獸(shou)(shou)(shou)(shou)醫(yi)資格考試應(ying)用系(xi)(xi)(xi)統(tong)(tong),提高獸(shou)(shou)(shou)(shou)醫(yi)從業(ye)(ye)者職(zhi)業(ye)(ye)行為管理能(neng)力。建(jian)(jian)設全國(guo)屠宰行業(ye)(ye)管理系(xi)(xi)(xi)統(tong)(tong),動態監(jian)測屠宰企(qi)業(ye)(ye)基本信(xin)息(xi),逐步實現對屠宰企(qi)業(ye)(ye)的在線可(ke)視化(hua)管理。

  3.健(jian)全標準規范(fan)(fan)體(ti)系(xi)。建(jian)立獸醫(yi)衛生公共(gong)管(guan)(guan)理服(fu)務數據信(xin)息(xi)規范(fan)(fan)體(ti)系(xi),實現各類公共(gong)機構數據信(xin)息(xi)共(gong)享。完善信(xin)息(xi)平臺、交換接(jie)口等(deng)關(guan)鍵技(ji)術標準,促(cu)進公共(gong)機構與市場主體(ti)數據資源的關(guan)聯(lian)對接(jie)和(he)融合利用。完善信(xin)息(xi)化建(jian)設(she)運行(xing)(xing)管(guan)(guan)理規章(zhang)制(zhi)度,加強日常安(an)全運行(xing)(xing)維(wei)護管(guan)(guan)理,保(bao)障獸醫(yi)行(xing)(xing)業(ye)信(xin)息(xi)化建(jian)設(she)有序開展。

  四、保障措施(shi)

  (一)加強組(zu)織領導

  各(ge)有(you)關部(bu)(bu)門(men)要(yao)加強協作(zuo)(zuo),按照職能分工(gong),研究促(cu)進本規(gui)劃目(mu)標實(shi)現(xian)的(de)政(zheng)策措施,切(qie)實(shi)抓好組織(zhi)(zhi)落實(shi)。農業(ye)部(bu)(bu)負責規(gui)劃實(shi)施的(de)組織(zhi)(zhi)領導,將規(gui)劃明(ming)(ming)確(que)的(de)重(zhong)點任(ren)務納入加強重(zhong)大動物疫病防(fang)控延伸(shen)績(ji)效管理(li)指標體系。各(ge)級獸醫(yi)部(bu)(bu)門(men)要(yao)結合本地(di)實(shi)際,制定本地(di)區發展(zhan)規(gui)劃和年度工(gong)作(zuo)(zuo)計劃,明(ming)(ming)確(que)任(ren)務目(mu)標,細化工(gong)作(zuo)(zuo)措施,確(que)保規(gui)劃落到實(shi)處。

  (二)加強財(cai)政(zheng)金(jin)融支持

  積極爭取(qu)有(you)關部門支(zhi)持,健全獸醫(yi)工(gong)作財(cai)政支(zhi)持保障機(ji)制(zhi)(zhi)。調整(zheng)國家動(dong)物防(fang)(fang)(fang)疫(yi)(yi)補助政策,優(you)化(hua)強(qiang)(qiang)制(zhi)(zhi)免(mian)疫(yi)(yi)補助方式,推(tui)動(dong)形成強(qiang)(qiang)制(zhi)(zhi)免(mian)疫(yi)(yi)和(he)強(qiang)(qiang)制(zhi)(zhi)撲殺病種的(de)進(jin)入(ru)和(he)退出機(ji)制(zhi)(zhi)。探索實施動(dong)物防(fang)(fang)(fang)疫(yi)(yi)“以獎代補”政策。加(jia)強(qiang)(qiang)動(dong)物疫(yi)(yi)病防(fang)(fang)(fang)治(zhi)、獸醫(yi)衛生監管(guan)基礎設施建設,引(yin)導(dao)社會資本投(tou)向獸醫(yi)社會化(hua)服務領(ling)域。加(jia)強(qiang)(qiang)與銀行、保險(xian)等機(ji)構(gou)合(he)作,建立財(cai)政投(tou)入(ru)與金(jin)(jin)融(rong)(rong)(rong)保險(xian)、社會資本組合(he)利用,獸醫(yi)衛生工(gong)作與金(jin)(jin)融(rong)(rong)(rong)服務互(hu)相(xiang)促進(jin)的(de)新機(ji)制(zhi)(zhi)。鼓勵發(fa)展(zhan)養(yang)殖業保險(xian),提高(gao)動(dong)物疫(yi)(yi)病風(feng)險(xian)防(fang)(fang)(fang)范能力。支(zhi)持金(jin)(jin)融(rong)(rong)(rong)機(ji)構(gou)創新金(jin)(jin)融(rong)(rong)(rong)服務,加(jia)大對養(yang)殖、屠(tu)宰、獸藥生產經營(ying)的(de)信(xin)貸(dai)投(tou)放,為養(yang)殖屠(tu)宰加(jia)工(gong)貿易(yi)融(rong)(rong)(rong)合(he)發(fa)展(zhan)創造良(liang)好的(de)融(rong)(rong)(rong)資環境。

  (三)加強國(guo)際交流(liu)合(he)作(zuo)

  堅(jian)持統籌國(guo)(guo)內(nei)獸(shou)醫(yi)事(shi)業發展與積極參與全(quan)球獸(shou)醫(yi)衛生治理體系建設相結合,強化專業技術支撐,加強人才隊(dui)伍培(pei)養,提高(gao)我國(guo)(guo)參與國(guo)(guo)際獸(shou)醫(yi)公共(gong)衛生標(biao)(biao)準制(zhi)修訂能力(li)。立足中(zhong)國(guo)(guo)實(shi)際,吸收借(jie)鑒國(guo)(guo)際經驗,轉(zhuan)化應用先進(jin)、成熟的國(guo)(guo)際標(biao)(biao)準規則(ze)。強化雙(shuang)邊多邊交(jiao)流合作,開拓(tuo)獸(shou)醫(yi)領域(yu)對(dui)外開放的廣(guang)度和(he)深度,促進(jin)獸(shou)醫(yi)相關(guan)產業“走出去”。創新跨境動物疫(yi)病(bing)聯防聯控(kong)機制(zhi),促進(jin)周邊國(guo)(guo)家和(he)地區動物衛生風險管理能力(li)共(gong)同提升,有(you)效降低動物疫(yi)病(bing)傳入風險。

  (四(si))加強宣傳引導(dao)

  綜合(he)利(li)用(yong)傳(chuan)統媒體(ti)和新媒體(ti),搭(da)建現代(dai)化宣(xuan)傳(chuan)平臺(tai),利(li)用(yong)各(ge)種渠道加強(qiang)(qiang)獸(shou)醫(yi)衛(wei)(wei)生工作宣(xuan)傳(chuan)。普及獸(shou)醫(yi)衛(wei)(wei)生科普知識,強(qiang)(qiang)化對(dui)獸(shou)醫(yi)從(cong)業(ye)者等(deng)易感人群的(de)(de)宣(xuan)傳(chuan)教育,提升社會各(ge)界(jie)動(dong)(dong)物疫病防治和獸(shou)醫(yi)公共衛(wei)(wei)生防護意識。強(qiang)(qiang)化突發事件輿(yu)論引導(dao),及時回應人民(min)群眾對(dui)重大(da)動(dong)(dong)物疫情、重點人獸(shou)共患病和動(dong)(dong)物源性食品(pin)安全的(de)(de)關切,努力為獸(shou)醫(yi)衛(wei)(wei)生事業(ye)發展(zhan)營造更好的(de)(de)輿(yu)論環境。
