  全國農業現代(dai)化規劃

  (2016—2020年)

  為貫徹落實《中華(hua)人民共和(he)國國民經濟和(he)社會發(fa)展(zhan)第十三個五年規劃(hua)(hua)綱要》的(de)部署,大(da)力推進農(nong)業(ye)現代化,特(te)編制本規劃(hua)(hua)。

  第一章 認清形勢 準確把握發展(zhan)新特征(zheng)

  一、農業現(xian)代(dai)化(hua)建設成效顯著

  “十二五(wu)”以來(lai),黨中(zhong)央、國(guo)(guo)務院不斷加(jia)大強農(nong)(nong)(nong)(nong)惠農(nong)(nong)(nong)(nong)富農(nong)(nong)(nong)(nong)政策力度,帶(dai)領廣(guang)大農(nong)(nong)(nong)(nong)民(min)群眾凝(ning)心聚力、奮發進取(qu),農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)現(xian)(xian)代(dai)化(hua)建(jian)設(she)取(qu)得(de)了巨大成績(ji)。綜合(he)生(sheng)(sheng)產(chan)(chan)能(neng)力邁上新(xin)(xin)(xin)臺階。糧食連年增產(chan)(chan),產(chan)(chan)量連續(xu)三年超過12000億斤。肉蛋奶、水(shui)(shui)產(chan)(chan)品(pin)等(deng)“菜籃子(zi)”產(chan)(chan)品(pin)豐產(chan)(chan)豐收(shou)(shou)、供應(ying)充足(zu),農(nong)(nong)(nong)(nong)產(chan)(chan)品(pin)質(zhi)量安全(quan)(quan)水(shui)(shui)平(ping)穩步提升(sheng),現(xian)(xian)代(dai)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)標(biao)準體(ti)系不斷完善(shan)。物質(zhi)技術裝備(bei)達到(dao)新(xin)(xin)(xin)水(shui)(shui)平(ping)。農(nong)(nong)(nong)(nong)田有(you)效灌(guan)溉面(mian)積(ji)占比(bi)、農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)科技進步貢獻率、主要農(nong)(nong)(nong)(nong)作物耕(geng)種(zhong)收(shou)(shou)綜合(he)機械化(hua)率分別達到(dao)52%、56%和63%,良種(zhong)覆蓋率超過96%,現(xian)(xian)代(dai)設(she)施裝備(bei)、先進科學技術支撐農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)發展的(de)(de)格(ge)局(ju)初步形成。適度規模經(jing)營(ying)(ying)呈(cheng)現(xian)(xian)新(xin)(xin)(xin)局(ju)面(mian)。以土地制(zhi)(zhi)度、經(jing)營(ying)(ying)制(zhi)(zhi)度、產(chan)(chan)權制(zhi)(zhi)度、支持保護(hu)制(zhi)(zhi)度為重(zhong)(zhong)(zhong)點的(de)(de)農(nong)(nong)(nong)(nong)村(cun)(cun)改革(ge)深(shen)入推進,家(jia)庭(ting)經(jing)營(ying)(ying)、合(he)作經(jing)營(ying)(ying)、集體(ti)經(jing)營(ying)(ying)、企業(ye)(ye)(ye)經(jing)營(ying)(ying)共同發展,多種(zhong)形式的(de)(de)適度規模經(jing)營(ying)(ying)比(bi)重(zhong)(zhong)(zhong)明顯上升(sheng)。產(chan)(chan)業(ye)(ye)(ye)格(ge)局(ju)呈(cheng)現(xian)(xian)新(xin)(xin)(xin)變化(hua)。農(nong)(nong)(nong)(nong)產(chan)(chan)品(pin)加(jia)工業(ye)(ye)(ye)與(yu)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)總產(chan)(chan)值比(bi)達到(dao)2.2∶1,電子(zi)商務等(deng)新(xin)(xin)(xin)型(xing)(xing)業(ye)(ye)(ye)態蓬勃(bo)興起,發展生(sheng)(sheng)態友(you)好型(xing)(xing)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)逐步成為社會(hui)共識。農(nong)(nong)(nong)(nong)民(min)收(shou)(shou)入實現(xian)(xian)新(xin)(xin)(xin)跨越(yue)。農(nong)(nong)(nong)(nong)村(cun)(cun)居(ju)(ju)民(min)人均可支配收(shou)(shou)入達到(dao)11422元,增幅連續(xu)六年高于城(cheng)鎮居(ju)(ju)民(min)收(shou)(shou)入和國(guo)(guo)內生(sheng)(sheng)產(chan)(chan)總值增幅,城(cheng)鄉居(ju)(ju)民(min)收(shou)(shou)入差距(ju)縮小到(dao)2.73∶1。典(dian)型(xing)(xing)探索取(qu)得(de)新(xin)(xin)(xin)突(tu)破。東部(bu)沿海、大城(cheng)市郊(jiao)區(qu)、大型(xing)(xing)墾區(qu)的(de)(de)部(bu)分縣市已(yi)基本(ben)實現(xian)(xian)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)現(xian)(xian)代(dai)化(hua),國(guo)(guo)家(jia)現(xian)(xian)代(dai)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)示范區(qu)已(yi)成為引領全(quan)(quan)國(guo)(guo)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)現(xian)(xian)代(dai)化(hua)的(de)(de)先行(xing)區(qu)。農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)現(xian)(xian)代(dai)化(hua)已(yi)進入全(quan)(quan)面(mian)推進、重(zhong)(zhong)(zhong)點突(tu)破、梯次實現(xian)(xian)的(de)(de)新(xin)(xin)(xin)時期。

  二、農業現代化發展挑戰加大

  “十三五”時期,農(nong)(nong)(nong)(nong)(nong)業現代化(hua)的(de)(de)內(nei)外(wai)部(bu)環境(jing)更(geng)加(jia)(jia)錯(cuo)綜(zong)復雜(za)。在(zai)居民消費結構(gou)升(sheng)級的(de)(de)背景(jing)下(xia)(xia)(xia),部(bu)分農(nong)(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)供求結構(gou)性失衡的(de)(de)問(wen)(wen)題(ti)日(ri)益(yi)(yi)凸(tu)顯(xian)(xian)。優(you)質化(hua)、多(duo)樣化(hua)、專(zhuan)用化(hua)農(nong)(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)發展(zhan)相(xiang)對滯后,大(da)豆供需(xu)缺(que)口(kou)進一步擴大(da),玉米增產(chan)(chan)(chan)超(chao)過了需(xu)求增長,部(bu)分農(nong)(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)庫存過多(duo),確保(bao)供給總量與結構(gou)平(ping)衡的(de)(de)難(nan)(nan)(nan)度(du)(du)加(jia)(jia)大(da)。在(zai)資源(yuan)環境(jing)約束趨(qu)緊的(de)(de)背景(jing)下(xia)(xia)(xia),農(nong)(nong)(nong)(nong)(nong)業發展(zhan)方式粗(cu)放(fang)的(de)(de)問(wen)(wen)題(ti)日(ri)益(yi)(yi)凸(tu)顯(xian)(xian)。工(gong)業“三廢”和城(cheng)市(shi)生(sheng)活垃圾等污染向農(nong)(nong)(nong)(nong)(nong)業農(nong)(nong)(nong)(nong)(nong)村(cun)擴散,耕地數量減少質量下(xia)(xia)(xia)降、地下(xia)(xia)(xia)水超(chao)采、投入(ru)(ru)品(pin)(pin)過量使用、農(nong)(nong)(nong)(nong)(nong)業面(mian)源(yuan)污染問(wen)(wen)題(ti)加(jia)(jia)重,農(nong)(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)質量安全風險增多(duo),推(tui)動(dong)綠色(se)發展(zhan)和資源(yuan)永續利用十分迫切。在(zai)國內(nei)外(wai)農(nong)(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)市(shi)場(chang)深度(du)(du)融合的(de)(de)背景(jing)下(xia)(xia)(xia),農(nong)(nong)(nong)(nong)(nong)業競爭力(li)不強的(de)(de)問(wen)(wen)題(ti)日(ri)益(yi)(yi)凸(tu)顯(xian)(xian)。勞(lao)動(dong)力(li)、土地等生(sheng)產(chan)(chan)(chan)成本持(chi)續攀升(sheng),主要(yao)農(nong)(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)國內(nei)外(wai)市(shi)場(chang)價格倒掛,部(bu)分農(nong)(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)進口(kou)逐年(nian)增多(duo),傳(chuan)統優(you)勢農(nong)(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)出(chu)(chu)口(kou)難(nan)(nan)(nan)度(du)(du)加(jia)(jia)大(da),我國農(nong)(nong)(nong)(nong)(nong)業大(da)而(er)不強、多(duo)而(er)不優(you)的(de)(de)問(wen)(wen)題(ti)更(geng)加(jia)(jia)突出(chu)(chu)。在(zai)經濟發展(zhan)速(su)度(du)(du)放(fang)緩、動(dong)力(li)轉(zhuan)換(huan)的(de)(de)背景(jing)下(xia)(xia)(xia),農(nong)(nong)(nong)(nong)(nong)民持(chi)續增收難(nan)(nan)(nan)度(du)(du)加(jia)(jia)大(da)的(de)(de)問(wen)(wen)題(ti)日(ri)益(yi)(yi)凸(tu)顯(xian)(xian)。農(nong)(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)價格提(ti)升(sheng)空間(jian)較(jiao)為(wei)有限,依靠轉(zhuan)移就業促進農(nong)(nong)(nong)(nong)(nong)民收入(ru)(ru)增長的(de)(de)空間(jian)收窄,家庭經營(ying)收入(ru)(ru)和工(gong)資性收入(ru)(ru)增速(su)放(fang)緩,加(jia)(jia)快縮小城(cheng)鄉居民收入(ru)(ru)差(cha)距(ju)、確保(bao)如(ru)期實現農(nong)(nong)(nong)(nong)(nong)村(cun)全面(mian)小康任務艱巨。

  三、農業現代化(hua)條件更(geng)加有(you)利

  展(zhan)(zhan)望“十三(san)五”,推(tui)進(jin)(jin)農(nong)(nong)(nong)業(ye)(ye)現代化的(de)有利條件不斷積蓄。發(fa)(fa)(fa)展(zhan)(zhan)共識(shi)更(geng)加(jia)(jia)凝聚。黨中(zhong)(zhong)央(yang)、國務院始終(zhong)堅(jian)持把(ba)解決(jue)好(hao)“三(san)農(nong)(nong)(nong)”問題作(zuo)為全(quan)部工作(zuo)的(de)重(zhong)中(zhong)(zhong)之(zhi)重(zhong),加(jia)(jia)快補齊(qi)農(nong)(nong)(nong)業(ye)(ye)現代化短板(ban)成(cheng)為全(quan)黨和(he)全(quan)社(she)會(hui)的(de)共識(shi),為開(kai)創(chuang)工作(zuo)新(xin)(xin)局(ju)面匯聚強大推(tui)動(dong)力。外部拉動(dong)更(geng)加(jia)(jia)強勁(jing)。新(xin)(xin)型(xing)(xing)工業(ye)(ye)化、信息化、城鎮化快速推(tui)進(jin)(jin),城鄉共同(tong)發(fa)(fa)(fa)展(zhan)(zhan)新(xin)(xin)格局(ju)加(jia)(jia)快建立,為推(tui)進(jin)(jin)“四化”同(tong)步發(fa)(fa)(fa)展(zhan)(zhan)提供強勁(jing)拉動(dong)力。轉(zhuan)型(xing)(xing)基(ji)(ji)礎(chu)更(geng)加(jia)(jia)堅(jian)實。農(nong)(nong)(nong)業(ye)(ye)基(ji)(ji)礎(chu)設施加(jia)(jia)快改善,農(nong)(nong)(nong)產品供給(gei)充裕,農(nong)(nong)(nong)民發(fa)(fa)(fa)展(zhan)(zhan)規模經(jing)營(ying)主動(dong)性不斷增(zeng)強,為農(nong)(nong)(nong)業(ye)(ye)現代化提供不竭源動(dong)力。市場空間更(geng)加(jia)(jia)廣闊。人口數量繼續(xu)增(zeng)長,個(ge)性化、多樣化、優質化農(nong)(nong)(nong)產品和(he)農(nong)(nong)(nong)業(ye)(ye)多種功能需求(qiu)潛(qian)力巨(ju)(ju)大,為拓展(zhan)(zhan)農(nong)(nong)(nong)業(ye)(ye)農(nong)(nong)(nong)村發(fa)(fa)(fa)展(zhan)(zhan)空間增(zeng)添巨(ju)(ju)大帶動(dong)力。創(chuang)新(xin)(xin)驅動(dong)更(geng)加(jia)(jia)有力。農(nong)(nong)(nong)村改革持續(xu)推(tui)進(jin)(jin),新(xin)(xin)一輪科技革命和(he)產業(ye)(ye)革命蓄勢待(dai)發(fa)(fa)(fa),新(xin)(xin)主體、新(xin)(xin)技術、新(xin)(xin)產品、新(xin)(xin)業(ye)(ye)態不斷涌現,為農(nong)(nong)(nong)業(ye)(ye)轉(zhuan)型(xing)(xing)升級注入強勁(jing)驅動(dong)力。

  綜合判斷,“十三五”時期,我國農(nong)業(ye)現代(dai)化(hua)(hua)建(jian)(jian)設仍(reng)處于補齊短板、大有(you)作(zuo)為(wei)的(de)重要戰略機遇期,必須(xu)緊緊圍繞(rao)全面建(jian)(jian)成小康社會的(de)目標要求(qiu),遵循農(nong)業(ye)現代(dai)化(hua)(hua)發(fa)展(zhan)規律(lv),加(jia)快(kuai)發(fa)展(zhan)動力升級、發(fa)展(zhan)方式轉變(bian)、發(fa)展(zhan)結構優化(hua)(hua),推(tui)動農(nong)業(ye)現代(dai)化(hua)(hua)與(yu)新型工(gong)業(ye)化(hua)(hua)、信息化(hua)(hua)、城鎮化(hua)(hua)同步發(fa)展(zhan)。

  第二章(zhang) 更新理念 科(ke)學(xue)謀劃發展新思路

  一(yi)、戰略要求

  ——發展定位。農(nong)(nong)業(ye)的(de)根本(ben)出路在于現(xian)(xian)(xian)代(dai)(dai)化(hua)(hua),農(nong)(nong)業(ye)現(xian)(xian)(xian)代(dai)(dai)化(hua)(hua)是國(guo)家(jia)現(xian)(xian)(xian)代(dai)(dai)化(hua)(hua)的(de)基(ji)礎(chu)和支(zhi)撐(cheng)。沒有(you)農(nong)(nong)業(ye)現(xian)(xian)(xian)代(dai)(dai)化(hua)(hua),國(guo)家(jia)現(xian)(xian)(xian)代(dai)(dai)化(hua)(hua)是不完整(zheng)、不全面、不牢固的(de)。在新型工(gong)業(ye)化(hua)(hua)、信息(xi)化(hua)(hua)、城鎮化(hua)(hua)、農(nong)(nong)業(ye)現(xian)(xian)(xian)代(dai)(dai)化(hua)(hua)中,農(nong)(nong)業(ye)現(xian)(xian)(xian)代(dai)(dai)化(hua)(hua)是基(ji)礎(chu),不能拖后腿。

  ——發展主(zhu)線。新形勢下農(nong)業主(zhu)要(yao)矛(mao)(mao)盾(dun)已經(jing)由總量不足(zu)轉變為結(jie)構(gou)性矛(mao)(mao)盾(dun),推進農(nong)業供給(gei)側結(jie)構(gou)性改(gai)革,提高農(nong)業綜合效益和(he)(he)競爭力,是當(dang)前(qian)和(he)(he)今后一個時期我國農(nong)業政策(ce)改(gai)革和(he)(he)完善的主(zhu)要(yao)方(fang)向。

  ——戰(zhan)(zhan)略重點(dian)。堅持以我為主(zhu)、立(li)足國內、確保產(chan)能、適度(du)進口、科技支撐的國家糧食安全戰(zhan)(zhan)略,確保谷物基(ji)本自(zi)給(gei)、口糧絕對(dui)安全。堅定不移地深化(hua)農(nong)(nong)村(cun)改革、加快農(nong)(nong)村(cun)發展、維(wei)護農(nong)(nong)村(cun)和諧穩(wen)定,突出抓(zhua)好建設現代農(nong)(nong)業產(chan)業體系、生產(chan)體系、經營體系三(san)個重點(dian),緊緊扭(niu)住發展現代農(nong)(nong)業、增加農(nong)(nong)民(min)收入、建設社會主(zhu)義新(xin)農(nong)(nong)村(cun)三(san)大任(ren)務。

  二、指導思想

  全(quan)(quan)(quan)面(mian)貫徹黨(dang)的(de)十八大和(he)(he)十八屆(jie)三中(zhong)、四(si)中(zhong)、五中(zhong)全(quan)(quan)(quan)會(hui)精神(shen),深(shen)入(ru)貫徹習近平(ping)總書記系列重要講話精神(shen),按照“五位(wei)一體”總體布局和(he)(he)“四(si)個全(quan)(quan)(quan)面(mian)”戰略布局,牢固樹立(li)創新(xin)、協(xie)調、綠色、開放、共(gong)享的(de)發(fa)(fa)展(zhan)理念(nian),認真落實(shi)(shi)黨(dang)中(zhong)央、國務(wu)院決策(ce)部署(shu),以(yi)提(ti)高質量效益和(he)(he)競爭力為(wei)中(zhong)心,以(yi)推進農業(ye)供(gong)(gong)給(gei)(gei)側結構性改革為(wei)主線,以(yi)多種形式適度規模經(jing)營為(wei)引領,加快(kuai)轉變(bian)農業(ye)發(fa)(fa)展(zhan)方式,構建(jian)現(xian)代農業(ye)產(chan)(chan)業(ye)體系、生(sheng)產(chan)(chan)體系、經(jing)營體系,保(bao)障(zhang)農產(chan)(chan)品有效供(gong)(gong)給(gei)(gei)、農民持續增(zeng)收和(he)(he)農業(ye)可持續發(fa)(fa)展(zhan),走產(chan)(chan)出高效、產(chan)(chan)品安全(quan)(quan)(quan)、資源節約、環(huan)境友(you)好的(de)農業(ye)現(xian)代化(hua)發(fa)(fa)展(zhan)道路,為(wei)實(shi)(shi)現(xian)“四(si)化(hua)”同步發(fa)(fa)展(zhan)和(he)(he)如期(qi)全(quan)(quan)(quan)面(mian)建(jian)成小(xiao)康社(she)會(hui)奠(dian)定堅(jian)實(shi)(shi)基礎。

  三、基(ji)本(ben)原則

  ——堅持農(nong)民(min)(min)主體地(di)位。以維護農(nong)民(min)(min)權益(yi)與增進農(nong)民(min)(min)福祉為工作的(de)出發點和落腳(jiao)點,尊重農(nong)民(min)(min)經(jing)營自主權和首創(chuang)(chuang)精(jing)神(shen),激發廣大農(nong)民(min)(min)群(qun)眾創(chuang)(chuang)新(xin)、創(chuang)(chuang)業(ye)、創(chuang)(chuang)造(zao)活力,讓(rang)農(nong)民(min)(min)成為農(nong)業(ye)現代化的(de)自覺參與者(zhe)和真正受益(yi)者(zhe)。

  ——堅持優產(chan)能調(diao)結(jie)(jie)構(gou)協調(diao)兼顧。以保障國家(jia)糧(liang)食安全為(wei)底線(xian),更加(jia)注重(zhong)提高(gao)農業(ye)綜合生產(chan)能力,更加(jia)注重(zhong)調(diao)整優化(hua)農業(ye)結(jie)(jie)構(gou),提升(sheng)供給體系質量(liang)和效率,加(jia)快形成數量(liang)平衡、結(jie)(jie)構(gou)合理、品質優良的有效供給。

  ——堅(jian)持生(sheng)產生(sheng)活生(sheng)態(tai)(tai)協同推(tui)進(jin)。妥善處理好農(nong)業生(sheng)產、農(nong)民增收(shou)與(yu)環境治(zhi)理、生(sheng)態(tai)(tai)修復的關系,大力發(fa)展資源節約(yue)型(xing)、環境友好型(xing)、生(sheng)態(tai)(tai)保育(yu)型(xing)農(nong)業,推(tui)進(jin)清潔(jie)化生(sheng)產,推(tui)動農(nong)業提質增效、綠色(se)發(fa)展。

  ——堅持改革(ge)創(chuang)(chuang)新雙輪驅動(dong)(dong)。把(ba)體制(zhi)(zhi)機制(zhi)(zhi)改革(ge)和科技創(chuang)(chuang)新作為兩大動(dong)(dong)力源,統籌推進農村土地制(zhi)(zhi)度(du)、經營制(zhi)(zhi)度(du)、集體產權(quan)制(zhi)(zhi)度(du)等各項(xiang)改革(ge),著力提升農業(ye)科技自(zi)主創(chuang)(chuang)新能力,推動(dong)(dong)農業(ye)發展(zhan)由注重物質要(yao)素(su)投入(ru)向創(chuang)(chuang)新驅動(dong)(dong)轉變。

  ——堅持(chi)市場政(zheng)府兩手發(fa)力(li)。充分發(fa)揮市場在資源配(pei)置中的決定性作用,更好發(fa)揮政(zheng)府在政(zheng)策引導、宏觀(guan)調控(kong)、支持(chi)保護、公共(gong)服務等方(fang)面作用,建立主(zhu)體活力(li)迸發(fa)、管理(li)順暢(chang)高效、制度保障完(wan)備的現(xian)代(dai)管理(li)機制。

  ——堅(jian)持國(guo)內(nei)國(guo)際統籌布(bu)局。順應全(quan)方(fang)位對外開放的(de)大趨(qu)勢,實(shi)施(shi)互(hu)(hu)利共贏的(de)開放戰略,加快形成進出有序(xu)、優勢互(hu)(hu)補(bu)的(de)農業對外合作局面,實(shi)現補(bu)充國(guo)內(nei)市場(chang)需求、促進結構調整、提升(sheng)農業競爭力的(de)有機統一。

  ——堅持農業(ye)現代化和新型(xing)城(cheng)鎮(zhen)化相輔(fu)相成(cheng)。引導農村剩余勞動力有(you)序(xu)向城(cheng)鎮(zhen)轉(zhuan)移(yi),積極發展(zhan)(zhan)小城(cheng)鎮(zhen),加快農業(ye)轉(zhuan)移(yi)人口市民化進程,為發展(zhan)(zhan)多種形式適度規(gui)模經營、提(ti)高農業(ye)質量效(xiao)益、實(shi)現農業(ye)現代化創造條件。

  四、發展目標

  第三章 創新(xin)強(qiang)農(nong) 著(zhu)力推進農(nong)業轉型升級

  創(chuang)(chuang)新(xin)是農(nong)業現代化(hua)的第(di)一動(dong)(dong)力,必須(xu)著力推(tui)進供給創(chuang)(chuang)新(xin)、科技(ji)創(chuang)(chuang)新(xin)和體制機制創(chuang)(chuang)新(xin),加快實(shi)施藏糧于地、藏糧于技(ji)戰略和創(chuang)(chuang)新(xin)驅動(dong)(dong)發展戰略,培育(yu)更(geng)健康、更(geng)可持(chi)續的增長動(dong)(dong)力。

  一、推進農業結(jie)構調整

  二、促進區域農業(ye)統籌發展

  (一)優化(hua)發展區。對(dui)水土資(zi)源匹(pi)配(pei)較好的區域,提(ti)升重(zhong)要農(nong)產(chan)品生產(chan)能力,壯(zhuang)大區域特色產(chan)業,加(jia)快實(shi)現農(nong)業現代化(hua)。(農(nong)業部(bu)(bu)、國(guo)家(jia)發展改革委牽頭(tou),財政部(bu)(bu)、國(guo)土資(zi)源部(bu)(bu)、環(huan)境保護部(bu)(bu)等部(bu)(bu)門參與)

  東北區(qu)。合理控制地(di)(di)下水開發利用強度較大的三江平原(yuan)地(di)(di)區(qu)水稻(dao)種植(zhi)規模(mo),適當(dang)減少高緯度區(qu)玉米種植(zhi)面積,增加食用大豆生產(chan)。適度擴(kuo)大生豬、奶(nai)牛、肉牛生產(chan)規模(mo)。提(ti)高糧油、畜禽(qin)產(chan)品深加工能力,加快推(tui)進黑龍江等墾區(qu)大型(xing)商品糧基(ji)地(di)(di)和優(you)質(zhi)奶(nai)源基(ji)地(di)(di)建設。

  華(hua)北區。適度調減地下(xia)水嚴重超(chao)采地區的小麥種植,加(jia)強果蔬、小雜糧(liang)等特(te)色農(nong)產(chan)品生(sheng)產(chan)。穩定生(sheng)豬、奶(nai)牛、肉牛肉羊(yang)養殖規(gui)模(mo),發(fa)展(zhan)凈水漁業。推動京津冀(ji)現代(dai)農(nong)業協同發(fa)展(zhan)。

   長江中下游區。穩步提(ti)升(sheng)水(shui)稻綜合生產(chan)能力,鞏固長江流域“雙(shuang)低”(低芥酸、低硫甙)油(you)菜生產(chan),發(fa)(fa)展(zhan)高效園藝產(chan)業。調減重金(jin)屬污染區水(shui)稻種植面積(ji)。控制水(shui)網密(mi)集區生豬、奶牛養殖規模,適度開發(fa)(fa)草山(shan)草坡資源發(fa)(fa)展(zhan)草食畜牧業,大力發(fa)(fa)展(zhan)名優水(shui)產(chan)品生產(chan)。

  華南(nan)(nan)區。穩定(ding)水稻面積,擴大南(nan)(nan)菜北運基地和熱帶作(zuo)物產(chan)業規模。鞏固海(hai)南(nan)(nan)、廣東天然橡膠生產(chan)能力,穩定(ding)廣西糖料蔗產(chan)能,加強(qiang)海(hai)南(nan)(nan)南(nan)(nan)繁基地建設。穩步發展大宗畜產(chan)品,加快(kuai)發展現(xian)代水產(chan)養殖(zhi)。

  (二)適度發(fa)展區(qu)。對農(nong)(nong)業(ye)資(zi)源環(huan)境問題突出的區(qu)域,重點加快調整(zheng)農(nong)(nong)業(ye)結構,限制資(zi)源消(xiao)耗大的產業(ye)規(gui)模,穩步推進(jin)農(nong)(nong)業(ye)現(xian)代化。(農(nong)(nong)業(ye)部(bu)、國(guo)(guo)家發(fa)展改(gai)革委牽頭(tou),財政(zheng)部(bu)、國(guo)(guo)土資(zi)源部(bu)、環(huan)境保(bao)護(hu)部(bu)等(deng)部(bu)門參與)

  西北區。調減小麥種(zhong)植面積,增(zeng)加馬(ma)鈴薯、飼用(yong)玉米(mi)、牧草、小雜糧種(zhong)植。擴大甘(gan)肅玉米(mi)良(liang)種(zhong)繁育基地規(gui)模,穩(wen)定新疆優(you)質棉花種(zhong)植面積,穩(wen)步發展設(she)施蔬菜和特色園藝。發展適度規(gui)模草食畜牧業,推進冷水魚類資源開發利用(yong)。

  北(bei)方農(nong)(nong)牧(mu)(mu)交(jiao)錯區。推進農(nong)(nong)林復合(he)、農(nong)(nong)牧(mu)(mu)結(jie)合(he)、農(nong)(nong)牧(mu)(mu)業發展(zhan)與生態環境深度融合(he),發展(zhan)糧草兼顧(gu)型農(nong)(nong)業和草食畜(chu)牧(mu)(mu)業。調(diao)減(jian)籽粒玉米種植面積(ji),擴大青貯(zhu)玉米和優質牧(mu)(mu)草生產規模,發展(zhan)奶牛(niu)和肉牛(niu)肉羊養殖(zhi)。

  西南區(qu)。穩定水稻面積,擴(kuo)大馬鈴薯種植,大力發展特色園藝產業,鞏固云南天然橡膠和(he)糖料蔗生(sheng)產能力。合理開發利用草地資(zi)源和(he)水產資(zi)源,發展生(sheng)態畜(chu)牧業和(he)特色漁業。

  (三(san))保護(hu)發(fa)(fa)展(zhan)區。對生(sheng)態(tai)脆弱的區域,重(zhong)點劃定(ding)生(sheng)態(tai)保護(hu)紅線,明確禁止類產(chan)業(ye),加大(da)生(sheng)態(tai)建設力度,提(ti)升可持續發(fa)(fa)展(zhan)水平。(環境(jing)保護(hu)部、農業(ye)部、國家發(fa)(fa)展(zhan)改革委牽頭,財政(zheng)部、國土資(zi)源部、國家海(hai)洋局等部門(men)參與(yu))

  青藏區。嚴(yan)守生態保護(hu)紅(hong)線,加強草原保護(hu)建設。穩定青稞、馬鈴薯、油菜發(fa)展規模,推行禁牧(mu)休牧(mu)輪牧(mu)和舍飼半(ban)舍飼,發(fa)展牦牛、藏系綿羊(yang)、絨山羊(yang)等特色畜牧(mu)業。

  海(hai)洋(yang)漁業區。控制近海(hai)養殖(zhi)規(gui)模,拓展外海(hai)養殖(zhi)空間。擴大海(hai)洋(yang)牧場立(li)體養殖(zhi)、深水網箱養殖(zhi)規(gui)模,建設海(hai)洋(yang)漁業優勢產業帶。

  三(san)、推(tui)動經營主體協調發展

  專(zhuan)欄3 協調惠農重大工程

  (一)農(nong)村(cun)一二三(san)產業融合發展工(gong)程。

  一、推進資(zi)源保護和生態(tai)修復

  (二)加(jia)大(da)(da)保(bao)(bao)(bao)(bao)險保(bao)(bao)(bao)(bao)障力(li)度。逐步提高產(chan)糧(liang)大(da)(da)縣主要糧(liang)食(shi)作(zuo)物保(bao)(bao)(bao)(bao)險覆蓋面(mian),擴(kuo)大(da)(da)畜(chu)牧業(ye)(ye)(ye)保(bao)(bao)(bao)(bao)險品(pin)(pin)種(zhong)范圍和實施區(qu)域,探索建(jian)立(li)水產(chan)養殖保(bao)(bao)(bao)(bao)險制(zhi)度,支持發(fa)展特色農(nong)(nong)產(chan)品(pin)(pin)保(bao)(bao)(bao)(bao)險、設施農(nong)(nong)業(ye)(ye)(ye)保(bao)(bao)(bao)(bao)險。研究出臺對(dui)地方特色優勢農(nong)(nong)產(chan)品(pin)(pin)保(bao)(bao)(bao)(bao)險的中(zhong)央(yang)財(cai)政(zheng)以獎代補政(zheng)策,將主要糧(liang)食(shi)作(zuo)物制(zhi)種(zhong)保(bao)(bao)(bao)(bao)險納入中(zhong)央(yang)財(cai)政(zheng)保(bao)(bao)(bao)(bao)費(fei)補貼目錄。創新(xin)開發(fa)新(xin)型經營主體(ti)“基(ji)本險+附加(jia)險”的保(bao)(bao)(bao)(bao)險產(chan)品(pin)(pin),探索開展收入保(bao)(bao)(bao)(bao)險、農(nong)(nong)機保(bao)(bao)(bao)(bao)險、天氣(qi)指數保(bao)(bao)(bao)(bao)險,加(jia)大(da)(da)農(nong)(nong)業(ye)(ye)(ye)對(dui)外合作(zuo)保(bao)(bao)(bao)(bao)險力(li)度。建(jian)立(li)農(nong)(nong)業(ye)(ye)(ye)補貼、涉農(nong)(nong)信貸、農(nong)(nong)產(chan)品(pin)(pin)期(qi)貨(huo)和農(nong)(nong)業(ye)(ye)(ye)保(bao)(bao)(bao)(bao)險聯動機制(zhi),擴(kuo)大(da)(da)“保(bao)(bao)(bao)(bao)險+期(qi)貨(huo)”試點,研究完(wan)善農(nong)(nong)業(ye)(ye)(ye)保(bao)(bao)(bao)(bao)險大(da)(da)災風(feng)險分散機制(zhi)。(保(bao)(bao)(bao)(bao)監會(hui)、財(cai)政(zheng)部、農(nong)(nong)業(ye)(ye)(ye)部牽頭,國(guo)家發(fa)展改革委(wei)、人民銀行、中(zhong)國(guo)氣(qi)象局、證(zheng)監會(hui)等部門參與)

  三、完善(shan)農業(ye)用地政策

  新(xin)型(xing)經(jing)營主體(ti)用(yong)(yong)于經(jing)營性畜禽養殖(zhi)、工廠化作物栽(zai)培、水產養殖(zhi)以及規模(mo)化糧(liang)食生(sheng)(sheng)產的生(sheng)(sheng)產設施、附(fu)屬設施和配(pei)套設施的用(yong)(yong)地(di)(di)(di),可(ke)按設施農(nong)用(yong)(yong)地(di)(di)(di)管理。在(zai)各省(區、市)年度建設用(yong)(yong)地(di)(di)(di)指標(biao)中單(dan)列一定(ding)比例(li),專門用(yong)(yong)于新(xin)型(xing)經(jing)營主體(ti)進(jin)行輔助設施建設。支持新(xin)型(xing)經(jing)營主體(ti)將集中連片整理后新(xin)增加的部(bu)分耕(geng)地(di)(di)(di),按規定(ding)用(yong)(yong)于完善規模(mo)經(jing)營配(pei)套設施。(國土(tu)資源部(bu)、農(nong)業部(bu)牽頭,國家發展改革委等(deng)部(bu)門參與)

  四、健全農產品市場調控政策(ce)

  繼續執行(xing)并完(wan)善稻谷(gu)、小麥最低收(shou)(shou)購(gou)價(jia)政(zheng)(zheng)策。積極穩(wen)妥推(tui)進玉(yu)米收(shou)(shou)儲(chu)制(zhi)度(du)改革(ge),綜(zong)合考慮農(nong)(nong)(nong)民(min)合理(li)收(shou)(shou)益(yi)、財(cai)政(zheng)(zheng)承受能力、產(chan)業鏈協調(diao)發(fa)展(zhan)等因素,建立(li)玉(yu)米生產(chan)者(zhe)補(bu)貼(tie)制(zhi)度(du)。調(diao)整完(wan)善棉花、大(da)豆目(mu)標價(jia)格(ge)政(zheng)(zheng)策。繼續推(tui)進生豬等目(mu)標價(jia)格(ge)保險試點。探索(suo)建立(li)鮮(xian)活農(nong)(nong)(nong)產(chan)品(pin)(pin)調(diao)控目(mu)錄制(zhi)度(du),合理(li)確(que)定調(diao)控品(pin)(pin)種(zhong)和調(diao)控工具。改革(ge)完(wan)善重要農(nong)(nong)(nong)產(chan)品(pin)(pin)儲(chu)備管(guan)理(li)體(ti)制(zhi),推(tui)進政(zheng)(zheng)策性職能和經營(ying)性職能相分(fen)離(li),科學確(que)定儲(chu)備規(gui)模,完(wan)善吞吐調(diao)節機制(zhi)。發(fa)展(zhan)多元化的(de)市場購(gou)銷主體(ti)。穩(wen)步推(tui)進農(nong)(nong)(nong)產(chan)品(pin)(pin)期貨(huo)等交易,創設農(nong)(nong)(nong)產(chan)品(pin)(pin)期貨(huo)品(pin)(pin)種(zhong)。(國家發(fa)展(zhan)改革(ge)委、財(cai)政(zheng)(zheng)部牽(qian)頭,中央農(nong)(nong)(nong)辦、農(nong)(nong)(nong)業部、商務部、人民(min)銀行(xing)、證監會、保監會、國家糧(liang)食局、中儲(chu)糧(liang)總公司等部門(men)和單(dan)位參與)

  第九章 落實責任 保障(zhang)規劃順利(li)實施

  一(yi)、加強(qiang)組織領導

  建(jian)立農(nong)業部牽頭(tou)的農(nong)業現代(dai)化建(jian)設(she)協調(diao)機制(zhi),統籌研(yan)究解(jie)決規劃(hua)實施過程中的重(zhong)要問題和重(zhong)大(da)建(jian)設(she)項(xiang)目(mu),推進(jin)規劃(hua)任務(wu)(wu)的組織落實、跟蹤調(diao)度(du)、檢(jian)查(cha)評估,重(zhong)大(da)情況及(ji)時(shi)向國務(wu)(wu)院報告。根據(ju)國民經濟和社會發(fa)展(zhan)情況以(yi)及(ji)國內外市場形(xing)勢,適(shi)時(shi)完善規劃(hua)目(mu)標任務(wu)(wu)。各省(區、市)要建(jian)立規劃(hua)落實的組織協調(diao)機制(zhi),統籌推進(jin)本地區農(nong)業現代(dai)化工作。(農(nong)業部牽頭(tou),有關(guan)部門參與)

  二、逐(zhu)級銜接落實

  各(ge)地(di)各(ge)部(bu)(bu)門要把(ba)推(tui)進(jin)(jin)農(nong)(nong)業現(xian)代(dai)化(hua)作為農(nong)(nong)業農(nong)(nong)村工作的重大任(ren)(ren)務。各(ge)省(區、市)要按照本規劃(hua)(hua)(hua)提出的目標任(ren)(ren)務,抓緊制定本地(di)區農(nong)(nong)業現(xian)代(dai)化(hua)推(tui)進(jin)(jin)規劃(hua)(hua)(hua)或(huo)實施(shi)(shi)方案,落(luo)實規劃(hua)(hua)(hua)任(ren)(ren)務,細化(hua)政(zheng)策措施(shi)(shi)。各(ge)部(bu)(bu)門要根據規劃(hua)(hua)(hua)的任(ren)(ren)務分工,強化(hua)政(zheng)策配套,協(xie)同(tong)推(tui)進(jin)(jin)規劃(hua)(hua)(hua)實施(shi)(shi)。加強規劃(hua)(hua)(hua)監(jian)測(ce)評(ping)(ping)估(gu),委(wei)托第三方機(ji)構對規劃(hua)(hua)(hua)目標任(ren)(ren)務完(wan)成情況進(jin)(jin)行中期評(ping)(ping)估(gu)和期末(mo)評(ping)(ping)估(gu),評(ping)(ping)估(gu)結果向社會公布。(農(nong)(nong)業部(bu)(bu)牽頭,有關部(bu)(bu)門參與(yu))

  三、完善(shan)考(kao)核機制

  完(wan)善糧食(shi)安全省長責任制和(he)“菜(cai)籃子”市長負責制的(de)考(kao)核(he)機制,將高標(biao)(biao)(biao)準農(nong)(nong)田(tian)建設情況(kuang)納入地(di)(di)方(fang)各(ge)級(ji)政(zheng)府(fu)耕地(di)(di)保護(hu)責任目(mu)標(biao)(biao)(biao)考(kao)核(he)內(nei)容,把保障農(nong)(nong)產(chan)品(pin)質(zhi)量和(he)食(shi)品(pin)安全作為衡量黨政(zheng)領導班子政(zheng)績(ji)的(de)重(zhong)要考(kao)核(he)內(nei)容。建立農(nong)(nong)業現(xian)代(dai)化監測評(ping)(ping)價(jia)指(zhi)標(biao)(biao)(biao)體(ti)系(xi),分級(ji)評(ping)(ping)價(jia)各(ge)地(di)(di)農(nong)(nong)業現(xian)代(dai)化進程和(he)規(gui)劃(hua)實(shi)(shi)施(shi)情況(kuang),定(ding)期(qi)發布評(ping)(ping)價(jia)結果(guo)。根據各(ge)地(di)(di)實(shi)(shi)際(ji),探(tan)索將糧食(shi)生產(chan)功能區、重(zhong)要農(nong)(nong)產(chan)品(pin)生產(chan)保護(hu)區和(he)“農(nong)(nong)業灌(guan)溉用水(shui)總量基本(ben)穩定(ding),化肥(fei)、農(nong)(nong)藥(yao)使用量零增長,畜(chu)禽糞便、農(nong)(nong)作物秸稈、農(nong)(nong)膜資(zi)源化利(li)用”等(deng)規(gui)劃(hua)目(mu)標(biao)(biao)(biao)任務完(wan)成(cheng)情況(kuang)納入地(di)(di)方(fang)政(zheng)府(fu)績(ji)效考(kao)核(he)指(zhi)標(biao)(biao)(biao)體(ti)系(xi)。(農(nong)(nong)業部牽頭,中央組織部、國家(jia)(jia)發展(zhan)改革委、國土資(zi)源部、水(shui)利(li)部、商務部、國家(jia)(jia)糧食(shi)局等(deng)部門參與)
