國家認監委“同線同標同質”公共服務平臺正式上線

5月(yue)10日,國家認監委在京(jing)舉辦出(chu)口食(shi)品(pin)(pin)企業內外(wai)銷“同(tong)(tong)(tong)(tong)(tong)線(xian)同(tong)(tong)(tong)(tong)(tong)標(biao)(biao)同(tong)(tong)(tong)(tong)(tong)質(zhi)(zhi)”公(gong)共信息(xi)服(fu)務(wu)平(ping)臺上(shang)線(xian)暨北(bei)京(jing)體(ti)驗(yan)中心(xin)啟動儀式。“同(tong)(tong)(tong)(tong)(tong)線(xian)同(tong)(tong)(tong)(tong)(tong)標(biao)(biao)同(tong)(tong)(tong)(tong)(tong)質(zhi)(zhi)”公(gong)共信息(xi)服(fu)務(wu)平(ping)臺正式上(shang)線(xian),向社會開放“同(tong)(tong)(tong)(tong)(tong)線(xian)同(tong)(tong)(tong)(tong)(tong)標(biao)(biao)同(tong)(tong)(tong)(tong)(tong)質(zhi)(zhi)”企業及產品(pin)(pin)信息(xi)。國內首個(ge)“同(tong)(tong)(tong)(tong)(tong)線(xian)同(tong)(tong)(tong)(tong)(tong)標(biao)(biao)同(tong)(tong)(tong)(tong)(tong)質(zhi)(zhi)”食(shi)品(pin)(pin)線(xian)上(shang)交(jiao)易服(fu)務(wu)平(ping)臺和線(xian)下體(ti)驗(yan)中心(xin)同(tong)(tong)(tong)(tong)(tong)日運營,首單消(xiao)費訂單通過交(jiao)易平(ping)臺產生。這標(biao)(biao)志著“同(tong)(tong)(tong)(tong)(tong)線(xian)同(tong)(tong)(tong)(tong)(tong)標(biao)(biao)同(tong)(tong)(tong)(tong)(tong)質(zhi)(zhi)”食(shi)品(pin)(pin)即(ji)日起正式投放國內消(xiao)費市場。

  “同(tong)線同(tong)標同(tong)質”,是指(zhi)出(chu)口(kou)食品企業(ye)在同(tong)一條生產線上(shang),按照(zhao)相同(tong)的(de)標準生產出(chu)口(kou)和內銷產品,從而使供(gong)應國(guo)內市場和供(gong)應國(guo)際市場的(de)產品達到相同(tong)的(de)質量水準。

  據(ju)了(le)解,國(guo)家認監委建(jian)(jian)設(she)了(le)“同(tong)線同(tong)標同(tong)質”公(gong)共信息服(fu)務平(ping)臺(tai)(tai),采集(ji)符合(he)要求的企(qi)業及(ji)產品信息(含企(qi)業備案、認證(zheng)信息),并向社會(hui)提供數(shu)據(ju)對接、信息查詢驗(yan)證(zheng)等(deng)公(gong)共服(fu)務。目(mu)(mu)前(qian)(qian),已(yi)有(you)378家企(qi)業、1500多種產品錄入信息平(ping)臺(tai)(tai)。同(tong)時,支(zhi)持建(jian)(jian)設(she)一批“同(tong)線同(tong)標同(tong)質”交易服(fu)務平(ping)臺(tai)(tai),為消(xiao)費者提供線上(shang)和(he)線下下單服(fu)務。目(mu)(mu)前(qian)(qian),已(yi)有(you)供日(ri)韓(han)食品、供港食品等(deng)交易平(ping)臺(tai)(tai)陸續建(jian)(jian)成運行。

  據國家(jia)認(ren)監委相(xiang)關(guan)(guan)負(fu)責人(ren)介紹,進入(ru)“同(tong)(tong)線同(tong)(tong)標同(tong)(tong)質(zhi)”平(ping)(ping)臺的(de)企(qi)(qi)業(ye)(ye)(ye)需要(yao)符合三(san)(san)個條(tiao)件:一是企(qi)(qi)業(ye)(ye)(ye)獲得出(chu)(chu)口(kou)備案資格并(bing)有(you)實際(ji)的(de)出(chu)(chu)口(kou)業(ye)(ye)(ye)績;二是企(qi)(qi)業(ye)(ye)(ye)自(zi)我聲(sheng)明(ming)投放內銷市場的(de)產品符合“同(tong)(tong)線同(tong)(tong)標同(tong)(tong)質(zhi)”相(xiang)關(guan)(guan)要(yao)求(qiu);三(san)(san)是加工企(qi)(qi)業(ye)(ye)(ye)需獲得HACCP認(ren)證。通過(guo)“出(chu)(chu)口(kou)企(qi)(qi)業(ye)(ye)(ye)備案+企(qi)(qi)業(ye)(ye)(ye)自(zi)我聲(sheng)明(ming)+第三(san)(san)方(fang)認(ren)證”模式,以及信息平(ping)(ping)臺與交易平(ping)(ping)臺對接的(de)溯源(yuan)機制,確(que)保相(xiang)關(guan)(guan)企(qi)(qi)業(ye)(ye)(ye)及產品真正達到(dao)“同(tong)(tong)線同(tong)(tong)標同(tong)(tong)質(zhi)”。消費者可登(deng)錄相(xiang)關(guan)(guan)交易服(fu)務(wu)平(ping)(ping)臺選購,并(bing)通過(guo)國家(jia)認(ren)監委的(de)公共信息服(fu)務(wu)平(ping)(ping)臺查詢驗證。

  “同線同標同質(zhi)”工程啟動后,立刻引起了社會各界的廣泛關注。在今年(nian)全國(guo)(guo)(guo)“兩(liang)會”上,一些全國(guo)(guo)(guo)人大代表提出(chu)議案,要求加快推(tui)行(xing)內(nei)外銷產品(pin)“同線同標同質(zhi)”模(mo)式,盡快向相關行(xing)業(ye)復制推(tui)廣,以帶動國(guo)(guo)(guo)內(nei)產業(ye)的整體轉(zhuan)型(xing)升級。

  活動(dong)當天,部分全國人大代表(biao)、國家相關部委和地方政府(fu)部門的代表(biao),企(qi)業家和消費者代表(biao)共同見證了(le)“同線同標同質”公共服務(wu)平臺上線,并參觀了(le)體驗中(zhong)心。
